An Analysis Of The Textual Content Of China's Real Estate Policy From The Perspective Of Policy Tools

In recent years,with the rapid development of China's economy,the real estate industry has risen rapidly,and has gradually become the main industry supporting China's economic structure.The phenomenon of housing price explosion has also occurred.The overheated development of the real estate market on the one hand has stimulated domestic demand and supported the rapid development of the national economy.On the other hand,it has also brought about unfavorable situations such as high housing prices and rising financial bubbles,which has also brought negative impacts on China's economic development and people's livelihood construction.Faced with this situation,our government and the public sector have issued a number of real estate policies to regulate the market and achieved some results,but some of policy objectives have not been achieved,and a large number of policies have been issued,housing pricesremain high,which shows that the real estate policy system in China is still not perfect enough,the rationality and scientificity of the policies need to be explored.Through collecting and sorting out China's real estate policies,this paper screens out the representative policy texts from 2008 to 2018,and constructs CAO framework from multiple perspectives of Content(C),Authorities(A)and Outlook(O).According to its development process,we have made a general understanding and analysis of policy evolution from macro perspective.Then,from the perspective of policy tools,the article constructs X-dimension according to the different roles of supply-oriented,environment-oriented and demand-oriented policy tools,and introduces different types of real estate policy tools to construct Y-dimension,combining the two dimensions to construct a two-dimensional analysis framework of policy tools.On this basis,we define the analysis unit,set up specific analysis categories,use content analysis method to code the specific clauses of the collected policy texts according to the "policy number-serial number",and classify them into the two-dimensional analysis framework of policy tools for the frequency statistics of the dimension of forces and different types of policy tools.Based on the conclusions drawn,the paper makes a deep analysis of the overflow,insufficiency and deficiency of real estate policy in the selection,organization and application of policy tools,and the effect of different types of real estate policy.Finally,according to the analysis results,the paper puts forward suggestions to improve real estate policy tools and methods to strengthen the effects of different types of policy tools,so as to provide reasonable policy guidance for the optimization and improvement of real estate policy system,with a view to providing reference for the formulation,application and improvement of real estate policy tools in China.
