Research On Chinese Government Policy Instruments To Encourage Industry-University-Research Collaborative Innovation

Innovation is the soul of a nation's progress and the core driving force of the national economic and social development.From an international point of view,the model of innovation from the traditional linear innovation model to nonlinear innovation model,from the closed innovation model to open innovation model.The Industry-University-Research collaborative innovation has become a typical model of nonlinear open innovation,and has become an effective way to enhance the innovation ability of the countries in the world,especially the developed countries.Many developed countries through the rapid development of policies promoting collaborative innovation,but our country Industry-University-Research collaborative innovation started late,the government in promoting its development has issued a series of policies,and achieved certain results,but there are still some problems to be solved: one is the Industry-University-Research collaborative innovation ability is low;two the policy system is not perfect,the existing problems and the use of the choice of policy instruments.Therefore,it is urgent to carry out a monographic study on the government's policy instruments for Industry-University-Research collaborative innovation.Firstly,this article use the "triple helix","four helix","synergetics" theory to analyse the government of promoting Industry-University-Research Collaborative Innovation.Then the policy instruments of Industry-University-Research collaborative innovation in the typical innovative country government as the United States,Canada,the UK are sorted out in this paper,and summed up the current widely used in the world and can effectively promote the development of its policy tools.Subsequently,the studying gathers the texts of collaborative innovation at the national level of in China and obtains 44 effective policy sample from 2006 to 2016.On the basis of the existing research,the policy instruments are divided into supplying type,environment-based type and needs-based type with Rothwell and Zegveld's ideas.And two-dimensional analysis framework of policy instruments is built with the three operation cycles of preparation,operation and termination.After that,the paper takes the policy text as the analysis object,encodes it,and puts it into the two-dimensional analysis framework for tatistical analysis.To analyze the problems of China's government to promote the IndustryUniversity-Research collaborative innovation policy instruments in the local dimension of the problem,such as excessive or missing.Finally,based on the problems,draw lessons from foreign experience,put forward the corresponding countermeasures and suggestions for our government.
