Government Guidance Of Public Opinions During Emergencies Which Is Chengdu 6/5 Bus Fire Incident

With fast economic development,constant adjustment of allocation structures, gradual stratification of the interest pattern and emergence of social conflicts. Variousissues often converge and result in emergencies. It has thus become a priority of the government to properly handle issues and resolve social conflicts,which are key elements to measure the leadership competency of a government. Guidance of public opinions,as an indispensable element in emergency management,determines the success of the handling of emergencies,which is the primary focus of this dissertation.In recent years, the environment of domestic public opinions has changed significantly. From the perspective of means of communication,individuals and social organizations have become more prominent as communication entities, characterized by inter-group communications, with more diversified communication content and greater communication efficiency. From the perspective of target audience,the public is increasingly motivated to participate in public affairs on state and societal levels. Social ideologies are changing profoundly. The public is significantly more willing to express interest appeals through public opinions. From the perspective of social changes, our society has become more democratic and information more transparent. Simultaneously, the number of social sensations and sensitive issues has increased, and attention from international public opinions is on the rise. These changes lead to a higher demand for the guidance of public opinions from the government.This dissertation analyzes current issues in public opinion guidance illustrated by the Chengdu 6/5 Bus Fire incident. Based on success cases from developed countries, the dissertation provides solutions and suggestions in five areas for the government to improve public opinion guidance during emergencies: 1) to build a robustly and consistently linked mechanism,strengthening planning capabilities in public opinion guidance;2) to issue information to the public in a timely and precise manner, securing initiatives in public opinion guidance;3) to dynamically follow through emergencies, seizing a prevailing voice in public opinion guidance;4) to refine services for and management of the media, raising credibility among the public;...
