According to the drawbacks of traditional administrative examination and approval system used in our country, all levels of governments actively explore this typical reform ought to be. Finally, basically formed a consistent orientation but with different characteristics of administrative examination and approval system reform model.Xinjin county government learn from the successful experience of reform of local governments of administrative examination and approval system, establishing the Sichuan province’s first County Bureau of administrative examination and approval, promoting the reform of the registration system and supervision system. Which got achievements in improving processing efficiency, optimizing the environment for the regional economy development, and improving public satisfaction. Which provided valuable experience for the reform of administrative examination and the approval system of others. And, from the perspective of the relative concentration of the reform of the administrative examination and approval system in Xinjin County, it’s a new path to further clarify the county government administrative examination and approval system reform, and which is the key of this research.This paper is organized as follows: Chapter one is to introduce the background, and the significance of the research, goals, content, methods and the main theoretical concepts. Chapter two is to give an overview point to this research, by clarifying the process of the reform, we have found out the difficulties and the main problems local goverments have faced, and then, to analyze the trends of the reform in the next time. Chapter three is to make a detailed description of Xinjin case a lot of materials through the Xinjin County have mentioned the background of the administrative examination and the approval system reform, the measures, effect, existing problems and reasons of empirical analysis, and after that, extract the key factor in this Xinjin County Reform: institutional reform, reform of the registration system, reform of supervision mechanism. The four to six chapters as the key factor analysis of chapter, by above analysis obtained the key factors, three chapters from the institutional reform, registration system reform and reform of supervision mechanism of three dimensions of deep mining. To further analysis of typical Xinjin County case. Chapter four to six is the analysis section of this article. Just as the key factors mentioned above, three key factors--institutional reform, reform of registration system and reform of supervision mechanism, has divided into different chapter. As for Chapter seven, through the analysis of the mentioned above three key factors, we have put forward some suggestions to deepen the reform. Chapter eight is to make a conclusion, which summarizes the basic conclusions, and points out the shortcomings of this research, therefor make clear the direction of the future research.
