Using people is the key for the government. Our party has always attaches great importance to be, and always put the candidate as a relationship of the cause of the party and the people of choose and employ person’s crucial and fundamental problems to grasp. In the new era of how complex social situation and the arduous tasks of reform and development, the party and people is the key to achieve the great rejuvenation of the Chinese nation. “The key in people”, we must build a large contingent of high-quality cadres. A young cadre as fresh blood in the cadre ranks with high quality and is good for the construction of harmonious society to provide an important link of sustainable human support. To build a grand high-caliber cadre need to use scientific and rigorous theoretical methods of training and selecting young cadres. We need to make the objective description to the development of young cadres, understanding of the structure characteristics of young cadres in our country, find out the common features,and then its growth pattern.Taking xinyang city as an example carries on the sample investigation on the part of the young cadres the authority of two districts and seven counties in Xinyang city. Reference on the xinyang young cadre team construction in recent years the basic policy, through the general characteristics of the xinyang young cadres shows, combined with domestic and foreign research on young cadres after the theoretical basis of xinyang 80 young cadres to study the growth path. Analysis concludes that public cadre important influence factors in the growth path, and those individuals, organizations and social factors. Through the generalization of subjective and objective factors, to authority in cultivating and selecting young cadres as the starting point to summarize the current characteristics and problems in the process of selection and training young cadres, and then puts forward the young cadre growth path optimization model. In both internal and external factors in the growth of young cadre’s cycle through the deep interaction, make individual and organization to achieve the overall linkage to complete the benign cycle of development. Young cadres in the growth path of new environments can be effectively incentive constraints, cultivate synchronous optimization path. This article is divided into five chapter’s altogether. The first part is the introduction part, in view of this article selected topic background, research purpose and meaning, research methods and content, the research both at home and abroad, and the article theory innovation points discussed respectively. The second part is the theoretical definition. This part described the definition of the title to lay a good theoretical foundation to better explain the perspective of this paper. The third chapter is xinyang after-80’s the young cadres in the new period development present situation analysis. Under the guidance of the research methods of the empirical investigation, according to the actual survey data to describe the status of the “after-80’s”of growth path of young cadres in Xinyang city. This xinyang “after-80’s” young cadre unique characteristics and influence factors in the growth path, mainly includes personal factors, organizational factors and social factors in these three aspects. In the fourth chapter explores the young cadre’s problems arising from the growth path. This part based on the above research results, and finally through the summary analysis, path of internal and external environment for the growth of young cadres to carry on the deeper thinking. Besides young cadre own request, discovered that the external environment in the process of its growth there is a big problem, which restricts the growth of young cadres. At the same time put forward optimization for below young cadre growth path. The fifth puts forward suggestions on how to optimize and improve the growth of young cadres.
