As the most grass-roots level regime organization,the township government is responsible for the execution and implementation of government policies and the villages and towns young cadres is an important backbone of township and village cadres,their work ability and quality directly affects the vital interests of the people.It is the foundation and connection of the country and the people and it has a direct impact to the implementation of the national policy.Due to the complexity of villages and towns work,lead to the huge pressure and the risk on young cadres,at the same time,the villages and towns of the poor working environment,working poor equipment,welfare treatment compared with agency unit has a gap,cause the villages and towns young cadres going to a state-owned enterprises,banks and other units,some units have been agatanoatae secondment and find another job,resulting in the loss of the villages and towns young cadres.How to maintain the stability of the young cadres and optimize the structure of the cadres in the new period is an important problem to be solved.According to the existing personnel structure of towns in Yinan County,the number of people under the age of 35 is only 143,accounting for only 12%of the total.and the phenomenon of young people not staying in towns is prominent.At present,the outflow of young cadres in villages and towns has affected the development of public services.It is an urgent requirement to study the problem of the difficulty of retaining young cadres in villages and towns and put forward effective countermeasures and suggestions to promote the economic and social development of Yinan county.Yinan county Y town is located in the middle of Yinan county southeast,jurisdiction area of 159.51 square kilometers,11 kilometers away from the county seat.Its geographical position is superior and its transportation is convenient.The town has one community,42 administrative villages.It has 62000 people and cultivated land area of 82000 mu.The comprehensive development strength came out on top in the Yinan county township.As Y town is one of the 15 towns in Yinan county with the strongest comprehensive strength,ranking first at the end of the year,its economic strength and working environment are among the best in the towns,so it is more representative to study the outflow of young cadres in Y Town,so this paper takes Y town as a case to study the current situation,causes and countermeasures of the outflow of young cadres in Yinan county.By analyzing the number and distribution of young cadres,structural composition,recruitment mode,number,form and direction of outflow in Y town from 2014 to 2019,this paper understands the current situation of young cadres,and expounds the impact of outflow of young cadres in Y town of Yinan County on the basis of personal and organizational level.Secondly,through the questionnaire survey and interview of young cadres in Y Town,this paper analyzes the reasons for the outflow of young cadres in towns from two aspects of health care factors and incentive factors,including:low matching degree of job design,complex working environment,big gap between salary and expectation,and lack of targeted training for township cadres;the incentive factors are:unequal responsibilities and rights;the promotion channels are not smooth,and the development space is narrow;the salary incentive mechanism is not perfect;the recognition degree of superior leaders is not high.Finally,through in-depth analysis of the causes of the problems,the paper puts forward countermeasures and suggestions to deal with the outflow of young cadres in villages and towns,including improving the recruitment system of cadres,increase wages and weifares,improving the promotion system of cadres,strengthening the effect of training and learning,and creating a good atmosphere rooted in villages and towns.
