Research On The Strategies Of Local Governments To Optimize The Allocation Of Higher Vocational Education Resources

The report of the 19 th National Congress of the Communist Party of China stated that the most basic guarantee for the great rejuvenation of the Chinese nation is to build an educational power.To build a strong education country,we must put education in the first place,do a good job in education planning,deepen education reform,keep education closely following the pace of modernization,and build education that satisfies the people.On the one hand,higher vocational education plays an important role in my country’s education system,and the trend of scale and globalization of higher vocational education is obvious.On the other hand,the local government plays a leading role in the allocation of higher vocational resources,and is not balanced in the allocation of educational resources.It emphasizes basic education and general higher education,and the allocation of higher vocational education resources does not match its importance.In this context,this article discusses the existing problems of local government in the allocation of higher vocational education resources and the strategy of optimizing the allocation of higher vocational education resources.In the specific research,I start with the author’s more than ten years of work experience in higher vocational colleges,take the country’s macro policies as the foothold,and take the local government’s strategy in the allocation of higher vocational education resources as the research focus.Provide theoretical support and feasibility suggestions for the role positioning and role play in the allocation of higher vocational education resources.Through the research of this article,it is helpful to further clarify the role of local government in the allocation of higher vocational education resources,improve the theory of education equity,promote the transformation of government functions,and promote education equity.Taking the local government of Nanchong City as the research object,analyzing its current situation and existing problems in the allocation of higher vocational education resources,and proposing optimized solutions,will also help promote the Nanchong City government to better fulfill its role in the allocation of higher vocational education resources.Functions,enhance government credibility,promote educational equity,and better promote the development of higher vocational colleges.This article first collects the relevant documents of the subject through the literature analysis method,sorts out a large number of documents and materials related to the resource allocation of higher vocational colleges,sorts out the materials,does a good job of the domestic and foreign research status,and builds the basic framework of the theoretical foundation.Secondly,through the comparative analysis method,it analyzes and compares the actual situation of local governments at home and abroad in the resource allocation of higher vocational colleges,sums up the experience and lessons,compares the shortcomings and shortcomings of the local government of Nanchong City in the resource allocation of higher vocational education,and finds In the allocation of higher vocational education resources,the local government of Nanchong City has problems such as insufficient resource input,unbalanced resource allocation,excessive or insufficient intervention,and unscientific evaluation of resource utilization efficiency.Comparative analysis clearly shows that it can be used for reference.Finally,through logical analysis,research is carried out based on the basic idea of "proposing problems — analyzing problems — solving problems",and digging out existing problems,respectively,from unclear function positioning,unsound mechanism,unscientific and inadequate resource allocation methods.Considering the characteristics of higher vocational education and analyzing the reasons from four angles,finally put forward the countermeasures and suggestions to solve the problem.This article proposes to clarify the functions of the local government in the allocation of higher vocational education resources,establish and improve the resource allocation mechanism,innovate the way the local government allocates the resources of higher vocational education,and use resource allocation to drive the improvement of the level of higher vocational education.
