| Vocational education is an important part of the national education system and human resource development.It is responsible for the important task of training national high skilled talents and high-quality workers,and is closely related to economic and social development.In January 2019,the State Council issued the national vocational education reform implementation plan,which proposed specific requirements and measures for the development of Vocational Education in the new era.This programmatic document also further established the status of Vocational Education in China,which is as important as general education.From the attribute point of view,vocational education belongs to quasi public goods,with obvious public welfare,and its main provider and manager is the government.As the leader of vocational education,the government is responsible for the development of vocational education.Whether the local government can fulfill the responsibility of developing vocational education is the key to the success of local vocational education.Nanning City as the core one of ASEAN and B&R important gateway city,in recent years,according to the orientation of urban development,the Nanning municipal government has paid attention to the guidance,taking “service development” as its aim,and guided by “dual education of schools,enterprises,employment and further education”,has done a lot of work to promote the development of local vocational education.A set of vocational education system with the characteristics of the capital has been constructed.Through strengthening the top-level design,formulating and improving policies and measures,increasing financial investment,strengthening the construction of teaching staff,and promoting the integration of schools and enterprises,the vocational education has continuously strengthened the construction of vocational education ability and connotation.The vocational education has the ability and level to serve the local economy and society and meet the people’s diversified vocational education needs It has been promoted and won the first batch of “cities with remarkable achievements in vocational education reform” in Guangxi in 2019.However,due to the relatively underdeveloped level of local economic and social development,the government’s attention to vocational education is not enough,and the government’s public service function is not fully played.In the process of vocational education development,the government still has the phenomenon of role vacancy and role offside.The vocational education system with the characteristics of the capital city has continuously strengthened the construction of vocational education capacity and connotation by means of formulating policies,overall planning,increasing financial investment,building the teaching staff and promoting the integration of schools and enterprises.The ability and level of vocational education to serve the local economy and society and meet the diversified needs of the people’s vocational education have been improved.In 2019,it won the title of Guangxi The first batch of “cities with remarkable achievements in vocational education reform”.However,due to the relatively underdeveloped level of local economic and social development,the insufficient attention of the government to vocational education,and the inadequate performance of the government’s public service functions,there are still the phenomenon of role vacancy and role offside in the development of vocational education.Starting from the function and role of the government in the development of local vocational education,this paper comprehensively uses the methods of literature research,empirical research and comparative research.Taking Nanning city of Guangxi as an example,through the analysis of the status of the government’s role in the development of Vocational Education in this city,the paper analyzes the deficiency and reasons of the government’s role in the development of Vocational Education in Nanning,Guangxi,in view of its difficulties,combining theoretical research and domestic research Based on the excellent experience of the government’s role in the development of foreign vocational education,this paper puts forward the strategies to optimize the role of the government in the development of local vocational education,and suggests that the local government should improve the policy and regulation system,benchmarking the national standards of vocational education,and make overall plans for the long term In order to further improve the function and efficiency of the government in promoting the development of local vocational education,the government should be a good legislator,planner,reformer and supervisor of vocational education development,so as to provide better development environment and public service for local vocational education To promote vocational education and vigorously boost local economic and social development. |
