On The International Terrorism Crime And The Perfection Of Our Country ’s Anti-terrorism System

Terrorism is the focus of the international community, especially the "9/11" event is a wake-up call for all countries in the world. And recently, more tragic is Islamic country on November 13, 2015 to organize the planning of Paris case of terrorist attack, killing at least 132 people were killed and more than 300 people were injured. In the technique, and regional activities, modern terrorism and terrorist activities can not make sense of the traditional model. The international community is also becoming more and more aware of the serious harm of the crime of terrorism. Not only by strengthening the political oppression and military crackdown to prevent and crack down on terrorist crimes, but also to improve the fight against terrorism to the level of legislation. But to fight against terrorism effectively, it is far from enough to rely solely on the single anti-terrorism legislation or the anti-terrorism provisions in the domestic criminal law. In today’s international community, not only the United Nations adopted a number of anti-terrorism resolutions, but also many countries have anti-terrorism legislation. Therefore, China should actively absorb the advanced experience of the legislation of international anti-terrorism legislation; improve the legal system of anti-terrorism in our country from the perspective of international terrorism.This paper attempts to discuss the basic issues of terrorism from the perspective of international terrorism, and on the basis of the research on the legislation of Anti-terrorism at home and abroad, to discuss how to improve the legal system of anti-terrorism in our country. This paper includes three parts: the introduction, the body and the conclusion, and the text includes five parts. The first part is an overview of the crime of international terrorism related category, mainly discusses the historical development, the causes and nature of international terrorism crime, the concept and nature of terrorism, terrorist crimes and the basic types of the criminal jurisdiction theory, perfect the theoretical groundwork for the following introduction of the international legislation of international anti terrorism and counterterrorism system China; the second part elaborates the legislation of international anti terrorism crime, including international conventions, international anti terrorism regional treaties and national legislation, provide a strong legal support for the improvement of China’s anti-terrorism legislation; the third part describes the deficiencies of China’s anti-terrorism situation and anti-terrorism legislation; the fourth part is the legislative proposals to improve the in the anti-terrorism law system from the perspective of international terrorism, this chapter is based on the domestic Legislation, and actively learn from the advanced experience of the international community anti-terrorism legislation, the legislative proposals on counterterrorism, hope that the anti-terrorism theory research and legal system construction.
