Terrorism has existed for a long time in the world. Nowadays, terrorism has broken theboundary of one nation and become internationalized. The international characteristic ofterrorism is more and more obvious. The “9/11Event” marked the international terrorismreached a new historical height. Terrorism has increasingly become the malignant tumor againstmankind’s common well-being.Recently, China’s efforts to anti-terrorism mainly focus on the western region.“EastTurkistan” movement and the “Tibet Independence” movement have made lots of terrorismattacks in China and become further serious in recent years. As a response to those attacks,China devoted into resistance against terrorism positively at home as well as took part in theinternational cooperation to keep the peace and stability in border areas.At the same time, China elaborated its own anti-terrorism policy in different occasion alsoaccelerated the legislation process of international anti-terrorism cooperation. From theperspective of domestic law, the revisions of terrorism crime in the “Criminal LawAmendments (9)(Draft)” shows that China will take more positive methods against terrorism.“Anti-Terrorism Law (Draft)” marked that the anti-terrorism mechanism of Chinesecharacteristics will be formed after the law has been promulgated. From the perspective ofinternational law, based on the experiences of treaties on anti-terrorism that China hasconcluded before, the conclusion of “Shanghai Convention” marked that China’s regionalanti-terrorism cooperation has reached a new height.Recent ten years, China has accumulated abundant experience in the fight againstterrorism, and has played some leading roles in some of the important anti-terrorism issues.From the perspective of international anti-terrorism, the United Nations ought to play a role ofbeing the platform of international cooperation in fighting against terrorism. China’s focus ofthe next step of anti-terrorism should be maintain the foremost interests of China as well aspromote the international cooperation of anti-terrorism.
