In recent years, PPP has become more and more popular in China and has attracted great attention, especially in urban infrastructure construction area. Usually, urban infrastructure construction is large-scale, time-consuming and requires a great amount of capital injection. Due to these features, Chinese government encourages social capital to be engaged into this domain to share risk between two parties and improve efficiency. Based on this circumstance, this dissertation compares and analyses government management in Public-Private-Partnership(PPP) mode between China and UK, particularly focusing on urban infrastructure construction projects, and intends to construct a favorable guideline for government management in PPP. According to United Nations Economic Commission for Europe’s(UNECE) standardization on PPP’s development, China is in the first stage, while the UK is in the third stage, which is much higher. The UK is one of the first batches of countries to adopt PPP and has accumulated ample experience. Through comparing these two typical countries, it is more likely to recognize management problems for Chinese government, and put forward suggestions for its improvement. Firstly, this paper identifies the definition of urban infrastructure, PPP and government management. Then it reviews the features of urban infrastructure, its relationship with urban development and history of PPP’s development especially in China and UK. Thirdly, this paper summarizes government management in PPP in other countries. At last, this article analyses typical successful and unsuccessful PPP projects in both countries to find similarities and dissimilarities, and further to develop valuable suggestions towards Chinese government in managing PPP projects.
