Study On The Urban Community Grid Management Of Shenyang From The Perspective Of Government Governance

The present is the information,economic globalization and the modern era of global governance,governance and grid management is the era of trademark words.On the way of community governance reform,government departments at all levels gradually realized its status and functions in community governance and the importance of grid management in modern city,and gradually piloted some community of our country.But urban community grid management mode is still in its infancy.The related concepts and development of the theory and practice about this mode is still not very mature,and it has some problems and big differences in different era.At present,the mode of urban community grid management is still in its infancy,but its development is urgent.Therefore,urban community grid management as the background research of government governance is the great significance of universal access to the grid mode and raising the level of governance.The article is mainly the perspective of government governance,then start to a series of studies on the urban community grid management.Because of community grid management comes from the city grid management,its practice would come before theory research.Therefore,the article combines the theory with practice,it can effectively make up for the unbalanced development of them.Firstly,the article uses the methods of literature and system analysis to conclude the meaning of government governance and urban community grid management and its similarities in the aspect of theoretical basis.And it summarize the basic elements of urban community grid management in four aspects further,such as the subject,object,content and methods of urban community grid management.Then this article uses the practice survey method to start to survey the community of the piloted and other region in Shenyang respectively.According to the results of the survey,the government may be encountered some difficulties in the process of fully implementing of urban community grid management in the future of Shenyang,such as the government power and responsibility division is unknown,the grassroots can not fully play their roles,content construction is not comprehensive and the grid mode of using is frequency low.Then,it is analyzed the reasonsfor these problems.Finally,according to the possible problems,the article would put forward the corresponding countermeasures one by one for the relevant government departments.
