The new-type urbanization is a key driving force of the new normal of China’s economic development. It is a crucial part of the new-type urbanization that key small towns with superiority of abundant resources, industrial development and policies are promoted as small cities. The pilot towns of small city cultivation connect the large and medium-sized cities to vast rural areas and they play a significant role in sustaining balance between urban and rural development and facilitating the flow of resource elements between urban and rural areas, being the pivotal factor of the new-type urbanization process.Small city cultivation is a complex program, involved with economy, fiscal revenues, administrative management mechanism, spatial planning, social organizations, cultural identity and so on, where all factors interact each other. The government guides these factors to work with each other. Government regulation is the main part of small city cultivation which is promoted through policies, decisions, organizations, control, coordination and supervision. With the acceleration of small city cultivation t, the economic, political and cultural environment of pilot towns is changing constantly, and the governance of pilot towns is facing new dilemmas. Therefore, local government has pressing priority to implement governance innovation and improve its functions in answer to small city development better.It is urgent and important for local governments to try to solve difficult problems and dilemmas of the process across from pilot towns to small cities.The essay is closely specified in the process of nurturing small cities governed by local governments, mainly answering the following two questions:Firstly, local governments face many complicated problems during the process of advancing the work of nurturing small cities, and what are the factors that influence local governments’ governance innovation? Secondly, how can local governments systematically realize governance innovation during the practice of nurturing small cities?To solve the two questions mentioned above, this thesis firstly centered on the governance by local government in the process of developing small cities. Based on the analysis of the development course of small towns and the governance by local government, a hypothesis was put forward:innovation on local governance is prerequisite for the transition from small towns to small cities, and in turn, the transition also improves the local governance. The status quo of local governance in the course of the small cities development reflected some problems such as cliche concepts of local governance, weak execution, and unscientific town planning and inadequate public service.Secondly, tentative attempts were made to clarify what factors influence local governance through theoretical analysis of New Public Service and Good Governance in terms of subjects and objects, methods and objectives of local governance in developing small cities. Economically, local economic development level, fiscal revenue and resident income level influence the pace of improving governance and quality of governance; socially, the civil society, social capital and public opinion affect the direction of local governance; administratively, the concepts guiding the local governance, the executive capability of the local government and horizontal inter-governmental relations influence the level of local governance; systematically, administrative management system, government performance appraisal system and decision operating mechanism shape the efficacy and efficiency of local governance.Furthermore, the pilot of developing small cities, Taimushan Town of Fujian Province was selected for empirical study to draw and verify the influential factors of governing the pilot town. The thesis analyzed what innovation the local government explored and what effect it achieved in the transition of Taimushan pilot town. There were problems which also impeded innovation in the local governance:the administrative patterns of separation of departments and regions; the present fiscal system; the dislocation between the devolution and reception of power in the process of enhancing township government power; the government bodies and personnel systems; the multi-subjects governance model which put people in the first place has yet to take shape.Finally, suggestions were made based on comprehensive and objective analysis: update concepts of governance, carry out good governance, employ multi-subjects governance model which put people in the first place and coordinative governance for better dealing with matters; improve administrative system reform of local government, promote administrative system reform of towns and counties and internal structural reform and functional transformation of local government; improve fiscal management system of towns and counties, change the inappropriate division of administrative power and financial power; motivate the civil society for better development, cultivate awareness of active participation in public life, diversify channels of civil participation and actively coordinate with social organization. Developing small cities and achieving effective governance by local governance entail innovating on the governance by the local government.
