An Investigation Report On The Governance Of The Rule Of Law In Characteristic Small Towns In Shanxi Province

The characteristic town originated in Zhejiang and refers to an innovative economic model developed on the basis of the county economy.As one of the strategies for economic transformation,it has triggered a construction boom in all parts of the country in the past two years.This study has conducted an on-the-spot investigation to understand the development status of some characteristic towns in Shanxi Province,and summarized and analyzed the problems of the rule of law.Finally,according to these problems,put forward the corresponding measures of the rule of law.This article has three parts:The first part is an overview of the survey,including the purpose of the survey,the research target,and the content of the survey.According to the investigation plan,we have understood the basic conditions of some characteristic small(city)towns in Shanxi Province,the issues of the rule of law encountered during the construction and development,and the legal supports required in the process of approval.Finally summed up the problems faced by the rule of law and proposed some countermeasures.The second part is the analysis of the research conclusions,including the development status and the existing problems.The current development status includes the basic conditions,industrial conditions,tourism resources,transportation advantages,overall planning,and ruleof law of the four characteristics small(city)towns.Looking for problems from phenomenon and summing up the current problems in the rule of law,including the lack of awareness of the rule of law,imperfect laws and regulations,imperfect legal institutions,lack of specialized law enforcement teams,and lack the supports from social laws service organization.The third part is based on the problems,put forward corresponding countermeasures.Including strengthening legal awareness,and mobilize the enthusiasm of various subjects through the improvement of the awareness of the rule of law;establish legislative guarantees,on the one hand,the provincial government should build a local regulations for construction and development of characteristic small towns,on the other hand,the government can also build a concrete implementation and management methods;build a rule of law enterprise,start from the leader of the small towns,cultivating its consciousness of the law and guiding its establishment of internal rule of law institutions,making it operate in the track of law;provide services of lawyer team,the government should provides specialized small towns with professional lawyer teams to provide services for the construction and development of small towns.In addition,law firms and lawyers in the province also have to shoulder this important responsibility.The lawyers association is responsible for the contact and communication between the government and the lawyers;improve and perfect the setting up of legal service agencies,including the court's court,the agency of the procuratorate,the establishment of the mediation organization and the configuration of the judge and the prosecutor;establish social security management team,in addition to the establishment of the security forces,but also a security management scheme,reasonable distribution of the area of responsibility and management the security forces.Through professional training and legal training,improve the overall quality of law enforcement personnel.
