Research On The Cultivation Of Small Cities In Linpu Town, Zhejiang Province Under The Background Of New Urbanization

In recent years,with the rapid and stubborn development of China's economy and society,accelerating the process of urbanization has become an important task of China's development in the new era,and the rapid progress of urbanization has become an important strategy to maintain sustainable economic development.Zhejiang Province has always attached great importance to the development of small towns.Since 2010,Zhejiang Province has selected central towns with considerable economic development scale to carry out the pilot work of cultivating small cities,and has clearly put forward the development goal of cultivating central towns into small cities.After two rounds of development cycle cultivation,the urbanization speed of pilot towns has been significantly accelerated and achieved Great results.At present,many theoretical and practical experiences have been accumulated in the study of urbanization at home and abroad,but there are few specific cases of small city cultivation pioneered by Zhejiang Province.Because the concept of cultivating small cities in central towns is a relatively new concept,this paper focuses on the actual situation of cultivating small cities in Linpu Town,and analyses the problems and reasons of the pilot project of cultivating small cities in Linpu Town.Through the analysis,it is found that there are some problems in the direction of development of Linpu Town,such as vague orientation of small cities,small economic scale,lack of characteristics of industrial development,and so on.There are some problems in the soft power of the city,such as backward urban management system,insufficient cultural development and serious damage to the ecological environment;there are problems in the policy system that the current system is no longer applicable to economic and social development.In view of the existing problems of Linpu Town,combined with relevant theories and advanced experience,the article puts forward the corresponding countermeasures to promote the cultivation of small cities.In terms of development orientation,starting from the development of Zhejiang,Hangzhou and Linpu,we should make a scientific and reasonable orientation for the development of small cities in Linpu Town;in terms of economic strength enhancement,we should make economic cakes for big and small cities through industrial transformation and industrial agglomeration;in terms of urban construction,we should strengthen the leadership of the two regulations,and strengthen the protection of hard elements such as construction land indicators and funds.In terms of improving the quality of cities,we should improve the living environment of small cities by improving the level of urban management,balancing the development of social undertakings,increasing the ecological protection of small cities and promoting the historical and humanistic characteristics of small cities;in terms of system and mechanism reform,we should highlight the characteristics of Linpu,take reform and innovation as the core driving force,and promote the investment and financing system and household registration system in an all-round way.We will further explore the coordinated development of the Puyang River Basin,form an institutional mechanism suited to the development of small cities,and stimulate new impetus for endogenous development in Linpu.
