The Polymerization Model Of Immigration Policy Evaluation

From the beginning of the 70s of the last century, great changes happened in human’s state of public life, the rise of the concept of "governance" profoundly not only changed human’s management of public affairs, but also profoundly changed the public policy evaluation. As society shifts from traditional rule-based society to modern governance based society, the essence of the policy is changing. Corresponding to this, the nature of policy evaluation will also change. The injection of the value "Publicity" makes policy to become a new connotation to respond to the needs of citizens. In this context, policy evaluation of public policy goes to the stage with normative roles, becoming a very important aspect of the policy process.Traditional assessment of South-to-North Water Diversion Project based on a single policy values, a qualitative research methods and a narrow definition of the target population for policy assessment. Though the assessment has made some effects, but it caused distinction between government and public opinion. When we contrast this stepwise, we found that the most direct reason is that the contrast generated due to the assessment of different subjects. Above all, the main target group selection and assessment of ways to select are not consistent, which also led to an assessment of the object different. But in the end, the distinction is due to the different values. The single, cured orientation value makes the confusion of policy values and policy evaluation values, so that the effect will be greatly reduced.A single policy evaluation model doesn’t work, however, when we introduce multi values into the practice of policy evaluation, we found that we still do not know how to do. According to this, we construct a new model of policy evaluation called polymerization evaluation model. The Polymerization evaluation model means the integration of multiple values in policy evaluation, the interaction of multiple evaluation subjects, the complementarity of evaluation methods and the comprehensive interpretation of policy effects. In the view of the immigration policies in the south to North Water Diversion Project (Eastern) project, the whole society benefit from it, but the Immigration pays for it. We must respond to the value conflicts when we conduct a policy evaluation.This paper candidate’s that good policy evaluation is bound to the target value of the policy response assessment. Unlike policy values, the values of policy evaluation are more comprehensive and they can take care of the best interests of the least beneficiaries. From this, it can determine the target value of the policy. On this basis, according to the classification of different policies, we can choose different combinations of the main structure, select the appropriate target groups and methodological tools to build polymerization immigration policy evaluation model.
