Study On Building The Healthy Government-business Relation During The Transition In China

At present, China is in the transitional stage from a highly centralized planned economy to a socialist market economic system. China’s economic and social environment has been turned upside down during this period, but the transformation of the various contradictions highlighted, for corruption, the gap between rich and poor disparity, people’s moral level general landslide problems appearing in endlessly. Wherein a large number of corruption is related to the abnormal relationship between political and business, on which coal resources in Shanxi Province as the main driving force of development performance is particularly evident. Political and business collusion produced a large amount of trade between money and power. The occurrence of corruption severely damaged the healthy development of market economy in Shanxi and hindered the transformation of market-oriented reforms and economic growth. From a national anti-corruption situation since Eighteenth Session of the People’s Congress, Shanxi’s abnormal government-business relations is not just a case, but also a microcosm of the transformation of Chinese political and business relations. Therefore, this article studies the problems in Shanxi government-business relations, then analyze the institutional basis that abnormal government-business relations are formed, and finally respectively from the perspective of market, enterprise and government make a suggestion about building our healthy government-business relations.From the micro level, government-business relations mainly is the relationship between government, government officials and business operators. From a macro level, government-business relations can reflect the relationship between government and the market, able to reveal the transition of the market economy with Chinese characteristics model. Since the reform and opening, China in the government and the market’s persistent exploration of the relationship achieved stage victory. At present, the third plenary session of the 18 approval of "the central committee of the communist party of China on comprehensively deepen reform certain major issue decision" points out, "economic reform is the focus of a comprehensive deepening reform, the core issue is to deal with the relationship between government and the market so the market play a decisive role in the allocation of resources and the government need to play the role better." This statement is not only a clear future focus of the comprehensive deepening the reform, but also pointing out the direction in building healthy government-business relations. As market competitors businesses must continue to improve as the market economy complete the transformation and growth step by step. Businesses must strengthen the awareness of the rules and the rule of law. Without good micro foundation, healthy government-business relations can not come true. At the same time, the play of the role of market mechanism and enterprise need to better play the role of the government. The government should exit from the field that the market can adjust itself, but also to assume the functions to make market mechanism more perfect and to compensate for market’s failure. Government action must comply with market rules itself. However, the government and the market can not be completely complementary, that is, the case of government failure and market failure coexist exist, and therefore appears to play a role of social intermediary organizations is very necessary. How to choose and balance between market, government and society, is a question of degree, it is necessary in a given institutional environment, to weigh their work scope and limits, to play their strengths, to compensate for their deficiencies, and to strive to achieve healthy government-business relations in the market, government and social cohabitation.China’s reform and the establishment of the market order will be full of confrontation and compromise. To achieve coordinated development of government-business relations, we must bear inevitable pains and suffering of the reform. In the moment, the most important thing is constantly looking for balance between government and business. Government and business can not be too close, but also not too far away.
