| After the transformation of market economy in China,the transformation of government functions has become more and more necessary.The "simplification of administration and decentralization" and the absence of community public services give social organizations space to explore.The community foundation has the natural function of "fund pool" and funding.It has the advantages that other social organizations do not have for the flexible integration of community resources to respond to community needs.Our country’s community foundation is in the initial stage of rapid development,and the practice also shows the effectiveness of its participation in community governance.This paper selects two typical community foundations in Pudong New Area of Shanghai for comparative analysis,among which L community foundation is the first local attempt of its street,which was registered and established in 2015;Y community foundation is the first community foundation with public fundraising quality in Shanghai established in 2013,both of which are deeply involved in the community and contribute to community governance.The registration and establishment of the two community foundations have the support and promotion of administrative force,but the strategies,effects and logic of embedding community governance are different.Based on the comparative analysis of L and Y community public welfare foundations,this paper analyzes their interactive strategies with grassroots government,neighborhood committee and community social organizations respectively,and finds that L community public welfare foundation adopts the "independent" strategy to achieve the formal embedding,while y community public welfare foundation adopts the "dependent" strategy to interact closely with the main bodies in the community governance field,forming the effective embedding.The main body of this paper first analyzes the opportunity background of the emergence and development of community foundation,which is a new thing.Based on the fact that the government is an important subject in the field of community governance,this paper analyzes the different relationship between the two community foundations and the grass-roots government,and finds that L community foundation and the grass-roots government have formed a kind of partnership,while Y community foundation and the grass-roots government have formed a partnership Secondly,it focuses on the embedding strategies adopted in the interaction between the two community public welfare foundations and the grassroots government,neighborhood committee and community social organizations.It is found that the Y community public welfare foundation with the active participation of the political elites has become the grasp of the grassroots government in community governance.In the interaction with the neighborhood committee,it uses the interactive strategy of "interest community" to interact with the community social organizations In the interaction,we take the initiative to close up,and use the interaction strategy of "professional collaborators" to achieve effective relational embedding.In general,Y uses the embedding strategy of "relying" in the community governance field to achieve win-win cooperation with the other three governance subjects,but at the same time,there is the risk of lack of autonomy.L community public welfare foundation uses the embedding strategy of "autonomy" to obtain the organization But the weak embeddedness of the relationship is formed in the field of community governance.Although both L and Y community foundations are participated by administrative forces,their relationship embeddedness is quite different,and the complementary characteristics may provide conditions for the path reconstruction of community foundations in China. |
