Research On Community Intervention Of Social Work Organizations To Improve Community Governance Capability-Taking The Street Of Erqi In Jinan As An Example

"Three Social Linkages" is not only an innovative model of community governance,but also an innovative form of social work carried out in the community.Social work is co-constructed and shared with social governance.Under the background of "three social associations",social work relies on Social workers and their social workers participate in community services and promote community governance with professional values and methods.Therefore,from this micro perspective,this paper attempts to analyze the changes brought to the community governance under the professional social forces represented by social workers,and to measure this change in a multi-dimensional way of community governance ability.Case analysis method,research interview method,participation observation method,explore the community intervention of "embedded" social work institutions and"endogenous" social work institutions,and their different manifestations on the improvement of community governance capabilities,aiming to enrich community governance in theory,and the research content of"three social associations," provides a reference for the"three social linkages"in practice.The multi-dimensionality of community governance capabilities includes value shaping capabilities,resource integration capabilities,process innovation capabilities,network building capabilities,and problem response capabilities.The "embedded"social work organization refers to the government that introduces the social work organization from the outside,meets the purchase of the service,uses the professional value concept of the social work organization,and professional technical methods to serve the community residents;the endogenous social work organization refers to empowerment community residents committee members and their residents,professional social workers provide technology and methods to build community residents' own organizations,endogenous community social workers,and establish community communities.The street of Erqi Xincun,Jinan City is a typical area where the government purchases social service organizations to participate in community governance under the background of "three social associations".It has formed a mechanism for community involvement in social and institutional interventions.The"embedded" Enquan social work organization takes the non-profit organization incubator and the "neighborhood home",project as the main work content,incubating the community social organization and holding the public welfare venture capital competition;The "endogenous" social welfare organizations focus on providing customized and localized services,creating"one house,one feature"service projects and promoting the service transformation of community social organizations.Based on the typical case of Erqi Xincun Street,this paper analyzes the manif'estation of different types of social work institutions on the improvement of community governance ability under the background of "three social linkages" and concludes that the effective involvement of social workers in the community contributes to the improvement of community governance capacity."Embedded"social work institutions,linking resources to external resources,enhance community resource integration capabilities,broad the scope of community network entities,enhance community network building capabilities,cultivate community social organizations,and improve problem response capabilities;"endogenous"social work institutions,close internal subject relations,enhance network construction ability,cultivate community public spirit,and shape core value ability.
