Research On The Dilemma And Countermeasures Of Community Foundation’s Participation In Community Governance

As a community social organization rooted in the community and committed to promoting community development,community foundations are regarded as a resource gathering and distribution agency that solves the dilemma of urban community governance,provides community public services,and promotes community development during the period of national transformation."Take it from the community and use it for the community" is the unique advantage of the community foundation.As one of the multiple subjects participating in community governance,how community foundations gather community resources and participate in community governance deserves in-depth research.Based on the theory of social symbiosis,this paper designs an analysis framework with three elements of symbiotic subject,resources and constraints,and combines the governance theory to divide the process of community foundation participation in community governance into participation basis and operating mechanism,to analyze community foundations to promote diversity the process of subject cooperation,on this basis,analyze the predicament in the process of participating in community governance and put forward countermeasures and suggestions.This paper takes the Beijing SC Community Foundation as the analysis object.The research finds that the community foundation is based on gathering the resources of various parties in the community as the basis for participation,and builds a community governance platform by establishing the interactive relationship between the government,enterprises and residents,so as to promote diversity subjects participate in community governance.Specifically,community foundations gather policy support and operational support from the government,material donations and publicity effects from enterprises,effective participation of residents and community trust as the basis for participation.Community foundations also link the government,enterprises,residents and other forces to build the "Community Mutual Aid Time Bank Platform" to participate in the process of community governance.In this process,the community foundation promotes the relationship and interaction of various subjects by building a resource gathering platform,breaking the pattern of each subject participating in community governance alone,and promoting communication and cooperation between multiple subjects.However,in the process of participating in community governance,community foundations also have problems such as limited development of community foundations,the insufficient supply of operating resources,and the limited participation of community subjects.In-depth study of the reasons behind it mainly includes three reasons:the role deviation of the participants,the limited ability to obtain resources,and the "absence" of constraints.In this regard,in order to improve the status quo of community foundations participating in community governance,each subject forming a symbiotic relationship should actively play their role,the government should provide policy support,and should fully guide and play the role of social forces,and community foundations should improve their own resource linking capability to solve the dilemma of insufficient resources.At the same time,multiple measures should be taken to jointly create a strong community public welfare atmosphere.
