The Interprovincial Gap Of Basic Social Security And The Path Of Equalization

Basic social security is the safety net of the economic society, and it is more and more urgent to modificate the social security system with the developing of the market economy. The troditional provincial security system is no longer suitable now because of the social realities, such as the large-scale population flow, intensified aging trend, wider gap coming from the Hukou system and the social security differences between urban and the country. Basic social security equalization is not only for social security system reformation, but also for part of realizing social equity.There is little academic achievements of equalization path to basic social security, barely no quantized system or empirical analysis of the influence factors, though equlization is the inevitable destiny of the development of basic social security, having important economical, political and social meaning.Given all the above facts, this paper has defined the concept of basic social security equalization, then brought in some theories offering necessary theoretical foundations in analyzing the role of the government in supplying social security and realizing equalization, such as public goods theory, welfare economics and fiscal decentralization.The writer has preliminarily built the assessment system to measure the equalization degree between provinces, and analyzed the interprovincial non-equalization facts from three levels around it. And this paper also analyzed the mechanism of the action from several aspects, such as financial, government competition, transfer payment, economic development level, population aging level, population mobility and so on, and has used demonstration to proof it.Finally, considering the realization degree of the equalization, system reformation progress, the paper has designed the short-term,medium-term and long-term equalization path in the perspectives of financial system, economic base and the social condition, with the non-equalization situation and the demonstration results. And It is the ultimate goal to guarantee the basic life and living rights of the people, stable the development of the sociaty, with the reformation of basic social security.
