In 1994,the Chinese government carried out the reform of the tax-sharing system,which reversed the disadvantageous position that the central revenue accounted for a relatively low proportion of the national fiscal revenue to a great extent.However,since then,the problems that local governments do not adapt to the responsibility of expenditure and the mismatch between financial power and administrative power have gradually intensified,resulting in a serious gap in local finance.It is under such circumstances that the central financial transfer payment comes into being.On the one hand,the central transfer payment complements the local financial resources and can effectively alleviate the inequality of local financial resources.On the other hand,the transfer payment funds allocated by superiors are mainly used to provide basic public services.Its impact on the equalization of local basic public services is a matter of concern.First of all,this paper defines the concept of basic public services and the equalization of basic public services,expounds the contents of basic public services and measurement indicators of the equalization of basic public services,and discusses the influencing factors and paths of the equalization of basic public services.This paper also takes financial equalization as an intermediate variable to analyze the mechanism of central transfer payment on the equalization of basic public services.Secondly,according to the actual situation,we select the social security,basic education and public health to construct the equalization index system of basic public services.Through multi-angle and multi-index analysis of the current situation of central transfer payment and the level of basic public services and equalization,it is found that the relative scale of central transfer payment has declined and the dependence of local finance on it has weakened,but the improvement of the level of equalization of basic public services in recent years is limited.Thirdly,on the one hand,the DEA method is used to evaluate the input-output performance of basic public services in social security,public health and basic education.On the other hand,ridge regression is used to quantitatively estimate the impact of central transfer payment on the equalization of inter-provincial basic public services.Finally,it comes to some conclusions of this paper,and gives policy recommendations related to conclusions,including:improving the efficiency of the use of funds,improving the transfer payment system and planning regional coordinated development.
