The management of the particular area has been an inevitable and cannot be overlooked problem for every country. How to take the requirements and the development of the region into account under the conditions to safeguard national fundamental interests, is an important prerequisite to protect the country’s ability to stand in the world. After the end of many wars, Italy takes measures to do effective and rational partition management, and sets up a special autonomous region, while working with other governments. Finally Italy resolves regional issues properly.South Tyrol, which locates at the border of Italy and Austria, has experienced so many changes in the history of which state belongs to. The result of every war and the changes of regimes have a tremendous impact on the local political situation. The culture in South Tyrol is wide German culture which combines with Italian factors, and also is on the basis of the German national identity. The identification to wide German makes the majority of the German people in South Tyrol request for return to homeland for a long time, and successfully retain national culture against power which wants to kill the national characteristics. After the Second World War, Italy and Austria governments actively promote from the international level to give South Tyrol broad rights to self-management, and also ensure the protection and development of local traditional culture. Then according to the 1948 autonomy statute, it has established in Italy’s northernmost the Trentino-Alto Adige (South Tyrol) special autonomy area. The "Packages" and Italy’s second edition of autonomy statute pushed by bilateral governments make this region no longer the strained area between Italy and Austria, solving the conflicts effectively and promising local development and progress according to the negotiations. The success of South Tyrol region of self-management also provide a good reference for resolving other similar regional conflicts internationally.
