South America is one of the most active regions of regional integration,and its regional integration has been extended from the economic field to the political and social fields.At the level of social integration,South America has established a mature regional migration governance regime which has effectively promoted the movement of people in the South America and guaranteed the rights of immigrants in the country of destination.It has laid a good foundation for the formation of South American citizenship.As the largest recipient country of immigrants in South America,Argentina plays a leading role in the formulation,implementation and promotion of regional migration governance regime.Taking Argentina as an example,this paper regards the regional migration governance regime as a kind of regional public goods from the perspective of regional public goods and analyzes what factors have affected the approaches that Argentina has adopted to participate in regional migration governance since the late 1990 s and the effect of Argentina's participation in regional migration governance through different approaches,so as to show how Argentina continues to improve its regional leadership in the process of regional migration governance in South America.This paper argues that Argentina's domestic and international demands determine the approaches for Argentina to participate in regional migration governance.At the end of the 1990 s,there was little demand for regional migration governance at the national and international levels,but growing domestic demand led Argentina to adopt a “bilateral migration governance” approach.At the beginning of the 21 st century,the demand for regional migration governance in Argentina had increased both at the domestic and international levels,and the international demand was higher than the domestic demand,so Argentina “passively” but “actively” participated in the multilateral migration governance in South America.During the Kirchner's government,the domestic demand for regional migration governance in Argentina increased significantly,while the demand at the international level declined.In this context,In this context,Argentina has opted for the “pioneering migration governance”,taking the lead in implementing the principle of multilateral migration governance within the country to protect the rights of regional immigrants.In terms of the effect of regional immigration governance,Argentina's performance in the regional migration governance presents a process of continuous optimization.From “bilateral migration governance” to “multilateral migration governance” and then to “pioneering migration governance”,Argentina continued to summarize the shortcomings and lessons of previous migration governance,and then constantly improved the regional migration governance regime,which finally effectively promoted the free flow of regional migrants in regional countries,greatly alleviated the problem of irregular migrants,and protects the rights of regional immigrants in the destination countries.By participating in regional migration governance,Argentina has gradually become a leader in regional migration governance in South America.Combined with its long experience in migration affairs,Argentina extended its domestic experience to the regional level to form regional immigration governance norms.Subsequently,Argentina first internalized regional norms into national laws,and took the lead in implementing the principle of regional migration governance within the country,so as to establish a useful example for other countries and promote the diffusion of regional norms at the regional level.As a result,Argentina has enhanced its influence and leadership at the regional level through regional migration governance.
