Service Incentive Countermeasures Of City Community Volunteers In Dalian

As the reform and open-up policy deepen,service-oriented government costruction continues to promote public awareness of social feedback is increasing, community volunteer service, a special form of community public service,is becoming more and more important. Community volunteer is based on grass-roots level whose service is close to people and related to people’s life closely. Regulating and developing community volunteer service is not only speeding up the construction of our country’s community service but also improving the awareness of people’s community service which is of great benefit.Volunteer service is spontaneous and compulsory. The key to promoting the community volunteer service is to establish scientific and mature volunteer incesive mechanism. Nowadays how to motivate community volunteers and raise awareness and levels of service has become a hot issue which all levels of government and social management circles focus on. The ecnomic development of Dalian is at the forefront in the northeast. The culture’s development combines north and south. According to the survey, there is a significant gap in community volunteer service of Dalian compared to Shanghai and Beijing especially in motivation system that hasn’t formed a complete system. This paper employs several methods such as literature analysis, comparison analysis and questionnaire survey to summarize the problems that exist in the system of Dalian community volunteer motivation currently by studying and analysing the current state of Dalian community volunteer motivation as follows:the lack of guarantee of policies and laws; shortage of support for activity funds; the lack of the training for pre-job education and the low enthusiasm of volinteers. As for the problems above, this paper analyses its reasons and on the basis of referring to the experience of western developed countries and civil regions where community volunteer service develops relatively well, presenting the followings motivation strategies from two aspects of outer and inner motivation:strengthening government support and raising the mental awareness of volunteers and so on,aiming to promote the service ability and quality of Dalian community volunteers and provide some reference for the development of the service system of our country’s community volunteer.
