A Study On The Policy Mechanism Affecting The Stability Of Community Volunteer Service Motivation

Volunteers are the people who voluntarily take the initiative to provide services for others without remuneration. In recent years, the development of voluntary service in China become more vigorous. Unlike other countries, China’s voluntary services did not take the first, and the introduction of the policy document on voluntary service activities turned up until1987. China’s volunteer service especially the community volunteer service owned a top-down country-led mode. Nowadays, more and more news talk about the volunteers, volunteer service. The volunteer team building is also one of the hottest topics, and volunteer service faces brain drain dilemma. Through preliminary investigation and literature review, the paper draws the conclusion that national policies affect the stability of the volunteer service motivation, so the government should introduce series of policies to enhance volunteer service motivation and promote the effective conduct of the volunteer service; in fact, China has enacted some voluntary law, the relevant documents, and organized many volunteer activities. Community volunteers, however, are still a lot of wastage, and volunteer service motivation are unstable. Therefore, the gap between theory and reality raised the question:from the point of view of public policy how to promote the stability of the community volunteer service motivation?To answer this question, the paper must try to answer how to measure the stability of the community volunteer service motivation; Secondly, the paper must sort out current policies and regulations of community volunteers and voluntary activities, to find out the exist insufficiences; Finally, the author summarizes policies framework to protect the stability of our community volunteer service motivation.In order to bring up mechanisms to safeguard the stability of community volunteer service motivation from the policy perspective, the paper must analyze the relevant policies and regulations of the existing community volunteers. By quantitative analysis method the author evaluates the relevant laws and regulations of the community volunteer service over the years to get the descriptive analysis, including frequency of the theme of community volunteer activities that appears, the proportion of the analysis of policy continuity. Through qualitative analysis of the calendar year of community volunteer service related regulations, provisions, policy analysis, the paper draws on existing indicators stability evaluation of community volunteer service motivation. By longitudinal comparison of the differences between the central and local levels of volunteer service, the author compares the meaning of the volunteers, entrance management, and analyze wether incentive different evaluation policy is comprehensive.The paper finds that policies are serious task-oriented, the policies are not continual, the content of the policy is not perfect, all of the problem affect the stability of community volunteer service motivation. Therefore, from a policy point of view, to protect the community volunteer service motivation stability mechanism can start from the following points:change task-oriented positioning of policy, enhance conventional development of community volunteer activities; emphasis on the continuity of the policy of community volunteer, focus on volunteer long-term planning of the service; enrich community volunteer policy, release the space for activities of voluntary organizations; guarantee the coordination of policies, provide policy support for the development of community volunteer service; foster civic spirit of volunteerism, couple voluntary charitable spirit and civilization education.
