Research On The Social Assistance For Vagrants And Beggars Of Jinan City

With the decisive stage of building a well-off society in an all-round way, the Party Central Committee has brought the development of social assistance to the overall deployment of deepening reform, and put forward higher requirements for strengthening and improving social relief work. Beggars and vagrants are vulnerable groups living in the bottom of society, who cannot be ignored in social assistance development process. Government and society should give more care and help to let them enjoy the achievements of development of society and progress. As the capital city of Shandong Province, Jinan has a group of vagrants and beggars need to pay attention to in its huge floating population. Research on this group of social assistance has important and far reaching significance to protect the rights of beggars and vagrants, share achievements in social development, perfect and optimize Jinan’s social assistance and social security system, maintain the city’s image and promote Harmonious Jinan’s construction.Based on ERG Theory, Welfare Pluralism, this paper comprehensively use literature research method, interview method, investigation method of the questionnaire to conduct research on Jinan’s vagrants and beggars social relief. The full text is divided into 8 chapters. Specifically speaking, Chapter1 and chapter2 are the introduction, the definition and the theoretical basis, which mainly introduces the research background, research methods, research content, related concepts and theoretical basis; Chapter3 gives an specific analysis towards street begging common place and mode, vagrants and beggars group characteristics and causes; Then from the system security level and the relief of the main implementation level, Chapter4 gives a detailed and comprehensive analysis of Jinan’s street begging status in four aspects, which includes formulation of aid system, relief management station, coordination of rescue departments and participation of social forces. On the basis of present situation of social assistance, Chapter5 points out five problems including imperfect regulations, low investment on relief management station facilities and talents, rescuing existed problem of "inviting but not coming" and "sending but not leaving", coordinated efforts of rescue departments need to be strengthened and low degree participation of social forces. Chapter6 mainly analyzes the practice and experience of the social assistance of beggaring at home and abroad. On that basis, Chapter7 puts forward countermeasures and suggestions: perfecting relief systems, speeding up infrastructure and professional talents team construction, effectively guiding beggars into the relief stations and tracing action, establishing a long-term and normalized synergy mechanism, establishing a five rescue model with multi-participation. Chapter8 is the conclusion and prospection, first summarize the main conclusion of full text, and hope through the joint efforts of the government and the social from all walks of life, the rights and interests of beggars will get safeguard and protect, the social assistance problems of the vagrants and beggars in Jinan City will be effectively resolved.
