Research On The Construction Of Community Youth Volunteer Service Station In Lixia District,Jinan City

Since the the 19th National Congress of the Communist Party of China was held,the volunteer service industry in various regions and various fields has been development prosperously.The volunteer service activity that is involved with the wide scope,various categories and multiple level personnel has greatly significant and importance effect on the fields e.g.motivating the social power,improving the social guarantee,promoting the social governance and enhancing the social edification etc.The community youth volunteer service station is the most elementary service platform of youth group serving the community resident especially the youth people,the community youth volunteer service station is the most important step of establishing and enhancing the community youth volunteer service mechanism.Therefore,strengthening the establishment of community youth volunteer service station has extremely important significance to enable the community youth volunteer service mechanism to be more systematic and scientific,the community youth volunteer service work to operate more smoothly,as well as the promoting the community youth volunteer service to develop normally and effectively.Jinan Lixia district,as the leading district,its volunteer service has always been at the forefront of the entire city even the entire province.The district committee and district government have attached high importance to the development of volunteer service,aiming to strengthen and promote the establishment of community youth volunteer service station,as well as further innovate the development of volunteer service industry in Jinan Lixia district,so as to raise the level of social governance.This paper introduces the historical development,current status of development and current achievements obtained for the establishment of community youth volunteer service station in Jinan Lixia district.It also studies and discusses that the construction of the hub management platform of Ji'nan Lixia District Community Youth Volunteer Service Station,in the background of the new era of socialism with Chinese characteristics,needs to develop the relevant guarantee mechanisms e.g.the internal control management mechanism,the "public welfare bank" type cycling mechanism,the inspiration mechanism,as well as the material and safety etc.According to the operation and maintenance in recent years,the community youth volunteer service station of Jinan Lixia district has been maturing tow special operation methods,that is,the independent operation and joint operation.Even though the establish status of community youth volunteer service station of Jinan Lixia district in recent years has been positive with strong and rapid development,and the infrastructure has began to take shape,a series of inevitable problems have been identified as well e.g,there are series of problems,such as the unclear management authority,the inconspicuous function of resource integration,the single source of funds,the management,promotion and guarantee of personnel,etc.Meanwhile,this paper has made some analysis to reasons e.g.the personnel allocation,funds source,volunteers and social public concept etc.for the community volunteer service station.According to these problems,this paper proposes the next measures for improving and optimizing the community youth service station of Jinan Lixia district:further promote to establish and strengthen the relevant regulations and policies;further improve the network of community youth volunteer service relationship;further establish the micro-hub management platform of community youth volunteer service;further reinforce and expand the construction foundation of community youth volunteer service station;further strengthen and improve the autonomy management of community youth volunteer service station.Through in-depth investigation,this paper summarizes the achievements that have been made since the establishment of community youth volunteer service station of Jinan Lixia district until now;it discusses the necessary and current operation mechanism of community youth volunteer service station of Jinan Lixia district;identifies the difficulties encountered by the community youth volunteer service station of Jinan Lixia district currently;as well as explore and innovate the corresponding advice and recommendations according to the specific problems.
