The Research Of Chengdu Grassroots Social Governance System

More than 30 years of reform and opening-up, the economy and society of China is rapidly developing. At the same time, the citizen’s democratic consciousness and requirement enhances unceasingly.On the one hand, the conflict is increasingly intensifying among diversification of interests, public demand diversification, complication of social contradictions, the supply of public service and simplification of social governance body. The Contradiction is highlighted between limited government and unlimited social needs. The third plenary session of the 18th clearly pointed out that perfecting and developing the system of socialism with Chinese characteristics, promoting the modernization of national management system and management ability is the overall goal of comprehensively deepen reform. In this context, Chengdu city government proposed the goal of modern social governance system, hope that it integrates various social forces and resources to meet the increasingly complicated and diversified social demand of residents. The author finds that Chengdu has been basically established the basic structure system and institutional system in 10 years through On-the-spot investigation of Sample community of three envelops of Chengdu. But further research found that, in fact, this system is still belongs to social management of the top-down system which mainly be used to find and control the social risk. The whole system is mainly for the convenience of the government management but ignores the needs of residents. It not only doesn’t have to consider the interests of the other main body, but also ignores participation of the other main body. Therefore, the author wants to improve the existing system of social management at the grass-roots level. The author puts forward some policy suggestions to help to build grassroots social management system of residents’demand oriented based on theoretical analysis, field investigation and foreign and domestic grassroots social management experience. In the end, the author wish that the research be able to provide certain practice reference to consummate the grass-roots social governance system of Chengdu.
