China Discipline Inspection Commission And Administrative Supervison Department Three Times Function Transform Study Base On AGIL Analytical Model

The 18th session of the CPC three plenary session put forward three transformations, which is transform of functions, transform of way, transform of thought. This time put forward three transformations is the third function change. Previously, in 1993 bring forward Commission for discipline inspection and Department of administrative supervision merge work in official joint implementation discipline inspection and administrative supervision two functions. In the 16th National Congress of CPC, the party constitution add discipline inspection commission to organize and coordinate the anti-corruption work. This paper based on this background comprehensive application of AGIL function model to analysis of four aspects. It include adaptive function analysis, goal achieving function analysis, integrated function analysis,latency maintenance function analysis.Through the adaptive analysis to the commission for discipline inspection three function transformation think of three transformation of function due to the external environment changed. But before transformation of function this lacking feasible working mechanism fail to good reform to the external environment. So after the three transformations put forward, Commission for Discipline Inspection clearly orientate responsibility. Function-fulfilled become more and more legalization. In the goal achieving function analysis find the first two function transforming is changing externally oriented, and the last one function transforming is changing internally oriented. Although they are difference about converted the ways. But their goal is same. The goal is improved the efficiency of supervision and case handled. The changing externally oriented need orderly cooperation mechanism. Otherwise, leading the various functions operate fall into disorder. In the integrated function analysis find three transformation of function all emphasize the integration of process of supervision and case handled. But in the process of integration, the commission for discipline inspection must clearing about the function localization.
