Research On Cross Regional Collaboration Of Emergency Management In Chengdu-Chongqing Economic Circle

With the acceleration of the process of regional integration,emergencies with cross-border attributes occur frequently,and their impact scope often exceeds the administrative area of the incident.The security environment and emergencies in urban agglomerations tend to be complex,and the government departments in a single administrative region are often difficult to deal with large-scale emergencies.It is necessary to rely on cross-administrative cooperation to solve the problems in emergency management.Building a collaborative network of urban agglomeration emergency management is the inevitable demand to realize the safe and stable development of urban agglomeration.As a rising star in the urban agglomeration,Chengdu-Chongqing Economic Circle plays an important role in the high-quality development of the western region.Sichuan and Chongqing are connected by mountains and rivers.With the deepening of cooperation,they will face all kinds of emergencies together.Studying the present situation of emergency management cooperation,analyzing the problems existing in cooperation and putting forward some suggestions are of certain significance to promote the cross-regional cooperation of emergency management between the two places and promote the safe and stable development of the economic circle.Taking the Chengdu-Chongqing Economic Circle as the research object,this paper uses the content analysis method and social network analysis method to analyze the text data of emergency management cooperation from May 2011 to December 2020.According to the time nodes proposed by "Chengdu-Chongqing Economic Zone","Chengdu-Chongqing Urban Agglomeration" and "Chengdu-Chongqing Economic Circle",the research is divided into three time stages to explore the specific content of cooperation text and the evolution of cooperation network.It is found that the cooperation in emergency management in Chengdu-Chongqing Economic Circle is increasing,and the integrated development is gradually emphasized;Pay attention to accidents and disasters,and lack the normalization cooperation of public health events;Pay attention to the prophase prevention and preparation,and neglect the whole process monitoring and later reconstruction;The cooperation network is getting closer and closer,and the "dual-core" driving effect is obvious;Collaboration is obviously influenced by policy planning,and the level of collaboration among cities is different.In order to further deepen the emergency management cooperation of the Chengdu-Chongqing Economic Circle and ensure the safe and stable development of the economic circle,this paper puts forward the following suggestions: First,promote the normalization cooperation and pay attention to the dynamic continuity of monitoring;Second,pay attention to post-disaster recovery and reconstruction,and establish a long-term assistance mechanism;Third,continue to strengthen the "dual-core" drive to increase the attractiveness of cities;Fourth,further promote emergency coordination and promote the integration of marginal cities.
