Since the implementation of the Yangtze River Delta regional integrated development strategy,the collaboration dynamics among local governments at various levels in the region have become more diversified and of more diverse types.As a pioneer zone for furthering the integrated development of the Yangtze River Delta,the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone(hereinafter referred to as the YRD Integrated Development Demonstration Zone)is built to play a certain demonstration effect.Based on this,this paper selects the construction of science and innovation community in the YRD integrated development demonstration zone as a case study,and uses institutional collective action theory as the main research perspective to explore the optimal path to promote efficient collaboration among local governments.This study constructs an analytical framework from three dimensions:collaboration dynamics,collaboration process,and collaboration results.It is proposed that the dynamics of local government collaboration mainly consists of administrative-driven political potency,resource-driven social effectiveness,and interest-driven economic motivation.The process of local government collaboration includes a series of activities from negotiation commitment to implementation,specifically,symmetry of collaboration information,sound collaboration norms,establishment of trust relationship,and establishment of leadership relationship.The results of local government collaboration are mainly measured in terms of whether a sustainable collaborative relationship is reached,and whether effective performance evaluation and feedback are achieved.It is found that local government collaboration has certain development dilemmas in terms of dynamics,process and results due to certain collaboration constraints in the institutional environment,consultation and communication,and implementation and supervision,including:the contradiction between resource endowment and resource concentration,the contradiction between common interests and local interests,the existence of information Asymmetry,unsound collaboration norms,trust crisis,blurred leadership relationship,and unsound collaboration supervision,assessment performance and benefit coordination mechanisms.In response to the above problems,this paper proposes certain optimization paths:continuously strengthening the concept of regional collaboration,accelerating the synergy of factor allocation to strengthen the regional identity of each local government,and shaping the premise of local government collaboration.Establishing sound norms of local government collaboration,strengthening trust system construction,establishing clear leadership relationships,and building scientific collaboration supervision mechanisms to continuously strengthen regional collaboration and implement local government collaboration actions.Improve regional performance assessment mechanism and fair benefit sharing mechanism to sound performance evaluation and build a normalized collaboration system.
