Petition system is a system with Chinese characteristics. It is a link between the government and the people, and an important method of safeguarding the rights of the people, which makes the petition work become more and more important. Since 2013, the state has formulated a series of reform measures for dealing with complaints, including step by step visiting problem, major decision making social stability risk assessment, online petition implementation and classification of legal channels to deal with the petition. Human Resources and Social Security Department has more petition works than the other departments. Whether the Human Resources and Social Security Department can do the petition works well means a lot to improving policies, promoting the development of related business and keeping the state stability. Now the petition works is reforming, how to seize opportunities to improve petition works, solve petition problems for the people and safeguard the people’s interests, to give full play to the petition system to resolve social conflicts and maintain social stability functions, are worthy of further studies.This paper illustrated by the case of A Province Human Resources and Social Security Department, according to the current status of the petition works, mainly with the petition statistics in nearly three years and the typical cases of the petition works since 2013,to research the provincial Human Resources and Social Research petition problems. Through the studies of A Province Human Resources and Social Security Department petition work, the author found the problems during the department doing the petition work, such as historical problems cannot be solved, new policies produce new contradictions, large number of group visitors increase the difficulty of handling, repeated petition issues are difficult to solve, petition issues are hard to ended, online petition is difficult to resolve the issue from letters and visitors, some of the people are not willing to reflect the petition problem through other legal channels, convergence between petition and other channels is not smooth and work force is generally weak. Causes of the problems are petition procedure is not perfect, lack of judicial credibility, problems in policy making process, economic development is not balanced etc. To solve these problems, we must governing the country by law:Impartial judicature and Improve the system of petition laws and regulations; we must perfecting the institutions of petition:make the detailed rules for the implementation, standardization constructions of petition work, make leaderships dealing with the petition problems, build a "four in one" work pattern and end the repeat petition problems; we must do well in prevention and do a good job in the risk assessment of social stability; we must enhance the level of handling the complaint, Standardize the order of the letters and visits and Strengthen the construction of the staff. Through in-depth investigation and study of the petition work and the mass petition, we must constantly improve the social security work of human resources, and give full play to the role in building a harmonious socialist society.
