Study On The Functions Of The Provincial Organization For The Promotion Of International Trade (CCPIT Shandong Sub-council)under The Perspective Of Social Governance

From the new historical starting point, the Third Plenary Session of the 18th Central Committee of the Communist Party of China stands in the height of the national governance to enhance social management of social governance, to meet the need of current social, economic and cultural transformation, but also deal with increasingly severe social governance issues, featuring the great emphasis from the country on social governance. At present, it is becoming a heavy task gradually in social governance, the traditional unitary social governance system with the government as the center cannot satisfy the needs of social economic development; the multi-subjects social governance has already become optimal choice of social governance. In the complicated and changeable social and economic situation, the main body of the operation of social governance should cover different levels of party committees, governments, institutions cluster, social organizations, people’s organizations and grass-roots mass self-government organizations, businesses and so on. Only by giving full play to the role of various forms of social governance subject, so as to realize the complementary advantages of the government and various social subjects, would the new pattern of new social governance be created in the system and mechanism innovation.In this situation, this paper chooses provincial CCPIT sub-council as the research object, combined with the related theories of social governance, and mass organizations, adopting the literature research, comparative research related research methods, in the view of social governance function analysis of provincial CCPIT sub-council to find the equilibrium point in the field of social governance as the subject of social governance; carries on the analysis using the social governance perspective on the problems, establish and other social governance body between the cooperation mechanism, to propose countermeasures and suggestions in playing better functions. This paper first defines the basic concept of social governance, non-profitable organizations, mass organizations, and then introduces the basic situation and responsibilities and achievements of CCPIT Shandong Sub-council, and the main problems as well, including problems of organization positioning, problems of brand value, problems of service ability; problems of endorsement of industry and Commerce. With comparative study of the management modes of JETRO Tokyo Headquarter and KOTRA Seoul Headquarter, summing up the foreign advanced experience of the provincial organization for the promotion of international trade, from the actual work of CCPIT Shandong Sub-council, this paper puts forward some countermeasures and suggestions to make better use of its function and effective participation in social governance, covering integration and construction hub organizational resources system, combing the division of functions and improve professional services, promoting management innovation and building a characteristic platform, strengthening the organization and management and enhancing the comprehensive strength. Through the research analysis, it is founded that influenced by the political, economic and cultural system in China, the provincial CCPIT Sub-council cannot completely copy foreign mode, but learn from the advanced experience and combine the concrete practice to open up a path of development with Chinese characteristics, so as to adapt to the requirements of social governance, and thus play their own advantages and achieve its social value as much as possible.
