A Study On The Orientation And Function Of The Party Organization In Chengdu Grassroots Governance

The modernization of the governance on the grass-root level is the base of national governance. It Is to promote the innovation of the party’s ruling ability. "One Core Multi Dimension, Cooperate to Govern" is a local pratise in Chengdu’s governance on the grass-root level. It is a synthetic reform rather than on an reform aiming on an isolated institution, including reforming in public service and social management, and dividing grass-root level autonomy’s right of decision, execution and supervision. Accompannied by various organizations, the reform is led by the party and with good interacts with the mass.In 2013, the experience in Chengdu was promoted as a paradigm by the national development and Reform Commission. In 2015, Chengdu’s initiative "village council" mode was promoted by the Central Committee as an important form of deliberative democracy on grass-root level.Such experiences suggest that Chengdu’s grass-root governance is on the right path.This article is to generalize the development process of exploration and practice, explore innovative management methods, analyze and solve the core problems, finally analyze and summarize the innovation points and characteristics of grass-root governance in Chengdu.Along with the accelerating process of urbanization, Chengdu’s political, economic and social structure have changed profoundly, many new social elements are continuously emerging, thus comes diversified interests or demands. This situation generates new problems, which complicated the solution when intertwining with existing ones. Then the article researches the result of the questionnaire survey, and finds that the party’s leadership is weakening on the grass-root level, with insufficient integration on other governance principals, thus playing a limited role. It causes the Council system to be fragile, plural and democratic consultation platform to be improved, and grass-roots governance mechanism to be in "reversal" and even "idling" crisis. Facing this problem, the artical has analyzedfactors restricting the formation of grass-root governance ability to cooperate, researches the relationship between the party organization and the government, social organizations and elite groups, judges the trend of current governance on the grass-root level. Finally, the article researches how to give full play to the core leadership of the party organization, and perfect the "One Core Multi Dimension, Cooperate to Govern" mechanism from the angle of party organization.
