The Function Orientation And Function Play Of Mass Organizations To Participate In Social Governance

Since reforming and opening-up, social situation becomes more complicated with the continuous advancement and development of the socialist market economy. While China’s traditional social management mode that the government undertakes all social affairs obviously can’t accommodate to the development of the new situation. The Third Plenary Session of the 18 th CPC Central Committee has replaced previous social management with social governance. Though the difference lies in a single word, it represents the transformation of the party’s ruling idea. The essence of social governance lies in governance by multiple subjects and deliberative democracy to ensure and improve people’s wellbeing. With the economic and social development and the reform of political structure in China, the mass organizations established under the leadership of party and government have wide mass base, and play an increasingly important role in participating in the social governance and assisting government to handle the social public affairs.The paper takes one mass organization-Gui Zhou Family Planning Association as a case to discuss the function orientation and exertion of function that mass organizations participate in the social governance. Mass organizations are special social organizations established under the leadership of party and government, and their functions include political function and social function. Political function mainly embodies on assisting to handle the social public affairs as an assistant of party and the government and as a bridge and bond of party and government to communicate with the masses that they represent. Social function mainly embodies on mobilizing the masses to carry out relevant activities; propaganda and education; serving the masses that they represent and safeguarding their legal interests; carrying out external exchange; cooperating with other social organizations; cohering the appeal from the masses that they represent and realizing the effective communication between government and the masses; enhancing the effective participation of the masses in politics; reducing and resolving social problems and contradictions.At the same time, combining with the reality, the paper analyzes some problems that mass organizations encounter participating in the social governance such as that thinking and method of work don’t accommodate to the new requirements; comprehensive quality of cadres in mass organizations still need improve; it’s difficult to raise funds; development of various regions is unbalanced. The paper analyzes the causes for these problems objectively and subjectively, and finally reconstitutes the role and functions of mass organizations. It thinks that mass organizations participating in the social governance should regard serving the society as their most fundamental function conversion at first. Then mass organizations need to define their essential attribute of a mass character, and improve their credibility. Moreover, the administrative color of mass organizations needs to be diluted. Mass organizations should rationalize the relation with the government, and promote the positive and interactive cooperation between government and society.
