A Study On The Function Orientation Of Xi'an Women 's Federation In Participating In Social Governance

With the deepening of social reform, Women’s Federation was not able to timely develop in function, organization and operation mechanism in order to adjust to the changes in social development. Thus the function of Women’s Federation is limited as the status of it is questioned. In the era of social reform, it is significant to study how Women’s Federation could adapt to the changing reality and regain the vitality. Based on the theory of social governance and non-governmental organization, this research studied how Women’s Federation should participate social governance, how to find its right position, goals and function as well as how to promote its further development through literature review, experience summary, comparison analysis and empirical study.This paper firstly defines the concept as theoretical basis. The core question about how to find the position of Women’s Federation is studied with the participation in social governance of Xi’an Women’s Federation as the example. In the third chapter, after the analysis about the work done by Xi’an Women’s Federation, the current situation of Women’s Federation’s social position is inducted and the legality of women’s federation in function construction is proposed. In the fourth chapter, the problems and reasons in social governance of Women’s Federation are studied. Women’s Federation is now on the verge of social governance. The current problems of are basically weak self-governance, low efficiency and vague legality. The strategies to deal with the problems are studied in the fifth chapter. The model to equally construct "cooperative co-governance" relation among Women’s Federation and other organizations in participation of social governance is proposed. In current situation, in order to grow into an independent organization in social governance, Women’s Federation should develop politically and socially. Suggestions on the orientation in function, basic principles and ways to realize the function are illustrated.This paper discussed the problems faced by Women’s Federation in development, enriched the study about the methods to realize functional transformation of Women’s Federation, and proposed some suggestions and reference on how to improve the participation and mechanism in social governance for other people’s and social organizations representing other groups.
