Diplomatic relations between China and South Korea have transformed from the original "partnership" into "strategic partnership", presenting a stepwise upward trend. However, the United States and the DPRK nuclear factor is the two big restriction factor of this trend. Through the analysis of studying South Korea diplomatic’s decision-making model, we conclude all the factors of affecting the diplomatic decision to the three levels as international, domestic, personal. After Park geun-hye’s ruling, China-Rok relations present the new changes on political security, economic exchanges and cultural exchanges, which is the direct embodiment of Park Geun-hye’s policy toward China. As for factors affecting the Park Geun-hye’s policy making towards China, at the international level, this paper emphasizes the power relation of China and the United States, Japan, the nuclear factor; at the domestic level, the paper emphasis the domestic political system, economic structure, historical and cultural factors; at personal level, it emphasizes the factors of the leaders and ordinary people. These factors show two-way restriction role in the Park Geun-hye policy towards China, and we concluded that the essence of the development and change of China-Rok relations:there is no fundamental conflict of interests between them, and on the contrary, they have more common interests. China-Rok relations may go towards three possible trends of a "pro-American ", "independent", "community", and China will put forward some countermeasures such as "Creative Involvement", "Building the new power relations" and "The implementation of the strategy of ’one belt one road"’.
