The Taiwan question is an internal matter for China.Due to a combination of historical reasons and geopolitical and other factors,the Taiwan question has become a key grasp for the United States to contain China’s peaceful rise,and U.S.policy toward Taiwan has become an important element in the U.S.strategic competition with China.The U.S.policy toward Taiwan has triggered turbulence in the Taiwan Strait and interfered with peace and stability in the Asia-Pacific region.Therefore,the adjustment and direction of U.S.policy toward Taiwan under different administrations has become an area of common concern among political and academic circles.At present,the U.S.and China are in increasingly fierce strategic competition in trade,politics,ideology and geopolitics,and the "Taiwan card" has become an important tool for the U.S.government to cater to the domestic anti-China atmosphere and prevent the rise of China.To a certain extent,the Biden administration has continued the Trump administration’s Taiwan policy and systematically strengthened it on this basis.The Biden administration’s policy toward Taiwan is based on the "One Law,Three Communiqués,and Six Assurances",elevating the status of the "Taiwan Relations Act",diluting the three U.S.-China Joint Communiqués,and adding the "Six Assurances to Taiwan " The Biden administration has helped the U.S. to strengthen their relationship with Taiwan region.At the military level,the Biden administration has helped Taiwan strengthen its overall defense capabilities,enhanced U.S.-Taiwan military exchanges and cooperation,and promoted U.S.-Taiwan military strategic dovetailing.At the ideological level,the Biden administration emphasizes democratic values,pursues democratic values diplomacy,and restores U.S.leadership on a global scale.At the economic and technological levels,the Biden administration has used democratic values as a means to gather allies to build a "high-tech alliance" to confront China.At the human level,the Biden administration has initiated frequent exchanges with Taiwan on the health aspects of the new crown epidemic.On the whole,the Biden administration’s policy toward Taiwan has three main features.The first is a dual track of strategic ambiguity and tactical clarity.Second,it promotes the "nationalization" of Taiwan’s status.Third,it promotes the "internationalization" of the Taiwan question.The Biden administration’s policy toward Taiwan is not an isolated policy,but a combination of various factors.Two major trends have emerged in Taiwan’s policy:drawing Taiwan into the U.S.-built network alliance of democratic values;and continuously promoting the internationalization of the Taiwan question.These new trends have intensified Sino-U.S.competition,strengthened the encirclement of China,and provided space for "Taiwan independence" activities to slow down the process of cross-strait reunification.This paper is divided into five parts.The first chapter illustrates the geopolitical value of the Taiwan question for the United States from three perspectives: Taiwan is the "choke point" of the Western Pacific,an important means for the United States to maintain its "unipolar hegemony" in the post-Cold War era,and an important tool to hold back China’s peaceful rise.Chapter 2 systematizes and summarizes the U.S.policy toward Taiwan in the Cold War,post-Cold War,and 21 st century respectively.The fourth chapter deduces the overall trend of enhancing U.S.-Taiwan strategic cooperation by analyzing the U.S.policy-making environment,U.S.strategic perceptions,and Taiwan’s role as a secondary actor;the fifth chapter,based on the analysis and summary of the previous chapters,predicts the future Biden administration’s policy toward Taiwan.Based on the analysis and summary of the previous chapters,Chapter 5 predicts the future trends and implications of the Biden administration’s policy toward Taiwan,and proposes China’s response. |
