The Legal System Of Urban Bulky Waste Collection Research

With the improvement of people’s living standard, the production of bulky waste is becoming more and more large, resulting in waste of resources and environmental pollution problems have become increasingly serious.The author through the investigation and study,consider that there are three outstanding problems in the current situation of the recovery and treatment of bulky waste in our country:one is the large output; the two is chaos of the recycling method; the three is the low treatment level and serious pollution. But foreign developed countries have established a relatively mature mechanism in bulky waste collection and processing industry, they have done better in bulky waste collection methods, management system, recycling funds and other aspects. It is worth to learn from.On the basis of analyzing the defects of existing legal system and management system of our country, the author draw lessons from the beneficial experience of foreign countries,and consider that for China’s bulky waste problem,we should adhere to the circular economy road, with the concept of circular economy to guide our country bulky waste recycling industry. As far as possible from the source to reduce the production of bulky waste, recycling of resources, and strive to achieve economic growth and environmental protection coordinated development.In order to solve the problem of bulky waste better, we should explore the suitable collection method of bulky waste for our residents, and improve the corresponding management system.In the legal system, we can establish a bulky waste recycling funds guarantee system, in order to solve the problem of shortage of funds in China at this stage.We can carry out the extended producer responsibility system, and implement the responsibilities of producers for bulky waste recycling.Trying to establish environmental deposit system, in order to encourage consumers to join the collection work of bulky waste.Finally, we should improve the system of pollution liability of bulky waste,so that residents can comply with bulky waste recycling laws and regulations better.
