The reason to endow the subdistricted cities with legislative power is that it is necessary to respond the local economic development and promote local law. The expansion of legislative subject is,on the one hand, good to manage local affairs. On the other hand, we can not ignore the risks and challenges. Thus it is necessary to establish and perfect the legislative supervision mechanism of subdistricted cities.Our legislative supervision mechanism of subdistricted cities has lots of problems at present. To begin with, the legislation purview division is not clear. The meanings of“ urban and rural construction and administration " and" no resistance " is a matter of debate. In addition, due to the lack of special legislative supervision mechanism,National People’s Congress and its standing committee at a disadvantage in the legislation, and the lack of public participation in legislation supervision way, legislative subjects exercise their legislative supervision power has been hampered. Besides, the absence of legislation supervision responsibility mechanism of subdistricted cities results in the lack of the legislation supervision power source. To promote the legislative work of subdistricted cities, we must improve our legislation supervision mechanism.Firstly, we should clear the meaning of the above two matters. Secondly, we should strengthen the guidance of the National People’s Congress and its standing committee.Establish a legislative supervision committee. Guide and standardize the orderly public participation in legislation supervision. Thirdly, we should to strengthen the existing subdistricted cities’ legislative supervision mechanism. Fourthly, we should establish and perfect the legislation supervision responsibility mechanism of subdistricted cities. In a word, By consolidating and improving the subdistricted cities’ legislativesupervision mechanism and establishing a new necessary one, to promote the subdistricted cities toward a healthy direction.
