Comprehensively to promote the construction of the rule of the law and to construct the society of the rule of the law needs great support from the basic level. It means the basic level is the foundation of the rule of the law. The realization of the rule of the law will be embodied in the basic level. The government should serve for the basic level. To implement the requirements of the rule of the law in every basic level in order to make the people be the real host of the rule of the law, letting the law become homely and effective. The rule of the law culture can nourish the practice of the rule of the law in the basic level. The symbol which the destination of the construction of the rule of the law culture reflects in the aspects such as the belief, the spirit, the thought, the conception of the rule of the law can be internalized into our minds and externalized in line.The construction of the rule of the law needs seven factors: the belief as foundation, reasonable and effective machinery as carriers, law-based governance as safeguard, judicial justice as leading, the core socialist values as standard, maintaining the legitimate interests of the people, depending on the development of the local social economy.Our country has made lots of outstanding achievements in the construction of the rule of the law culture in the basic level. Simultaneously, the deficiency in the spirit and culture of the rule of the law are the most critical issues. Although we have made great achievements in the aspects of implements, the concepts construction lag behind. It will take long time and make every effort to solve.Therefore, we should stick to the Marxist legal thoughts and General Secretary Xi Jinping’s ideas about the rule of the law. We should make further efforts on the theoretical study. Unceasingly develop scientific legislation, strict law enforcement, impartial justice, the whole people abide by the law. We attempt to emphasis the development and perfection of socialist market economy, the social production and life of the people, the realization and maintenance of the interests of the people, the resolution of conflicts and disputes to lead a novel way of the construction of the rule of the law. |
