Research On Risk Prevention Mechanism Of Local Government Procurement Of Public Services

The third plenary session of the 16 th established by the government of the "universal" to "service-oriented government", the theory of Service-oriented government provided theoretical support for government procurement of public services. The 18 th CPC National Congress clearly put forward the building service-oriented government initiatives; strengthen the functions of the government in the public service sector, for our local government procurement of public services to provide policy support. Local governments also through a variety of ways to realize the public service supply. As a result of the government purchase of public services in China started late, the domestic has yet to establish a suitable legal environment and policy environment, and lack of local theory and experience, met a lot of risks and problems in the process of practice. Therefore, how to guard against the risk of government purchase of public services have become our country government and the vast majority of scholars focus on the hot issue. This article is consisted of eight parts.The first part: introduction.
