The Analysis On The Bribery At Election Of Village Committee By Investigating The Yingli Town, Leizhou, Zhangjiang City

In the villages of China, to select members joining village committee by bribery in an election is very serious, which stops progress of rural democracy and political civilization construction. Getting elected at bribery in villages has always been an unsolved circumstance, domestic scholars have put forward many solutions for it, however actually,it failed with a lot of defections. On this issue, the definition about it is not yet been defined clearly and completely with many opinions from different angles, and can explain the basic happening-reasons and coverage.It occurs to me that clan ideology is the inner obstacle to affect the rural committee election while natural economy and farmer organizations and electoral system are the outside one. They are interacted each other. How the clan ideology affect the choice of villages when selecting candidates and what is the difference between clan ideology and personal rationalism and what reasons for it? Are there any chances to hold on democratic election and relative punitive measures for bribery behaviors. These issues makes the happening of bribery at election, but effective stopping-methods still do not appear. we have to find out the internal and external causes in order to solve the bribery at rural election completely. The abroad election research achievements are collected,classified and concluded in this thesis. The definition and characteristics, which includes many concepts, about bribery at election are redefined for the following empirical research in order to conclude the bribery behaviors in my research basing on the investigation about Yingli town, Leizhou, Zhangjiang city, trying to find out the reasons affecting the justice and fair of election in rural areas, quoting the helpful achievements which can avoid bribery at election. to improve the quality of our rural elections from drawing relative election experiences from home and outside countries, at last combining them to come up new solutions.This paper is divided into five parts. first, conceptualizing the bribery at election of rural committee and introducing the circumstances of getting bribery at rural election in domestic research and overseas election experiences. Research methods and contends and background. second, The investigation about clan ideology, economic factors, farmer groups in the Villages and true situation of election within Yingli town, and then drawing a conclusion to the bribery extent and causes. Third, analyzing the election experiences in overseas countries and figuring out how to settle the bribery issue at rural elections.analyzing relative achievements. Fourth, getting out of these messes, integrating the suitable experiences and solving bribing-at-election issues. Fifth, summarizing this paper and pointing out the shortages.
