Entering the new century China is facing a comprehensive major problem during the period of transition and social frequent conflicts between the old and the new. Mass incidents due to environmental problems also occur in around. It brings directly effect to the development of local economic and social development and has become the social focus in recent years. The 18th CPC National Congress specially points out the ecological civilization construction in prominent position, into the political, economic and cultural construction. Therefore, how to better the governance of environmental mass incidents has become a serious topic of Chinese Communist Party and the government. In July 2012, Sichuan Shifang molybdenum copper incident is the environment of mass incidents in China in recent years and a typical case. In the event, shifang people feared of molybdenum copper project construction will be harm to the local ecological environment, which may initiated the Water and air pollution, threat to their own production and life. So they take a collective behavior. People were gathered at the entrance to the shifang municipal party committee, municipal government and HTC square petition to against hongda molybdenum copper project construction. The people also sign on the banner and eventually it evolved into a mass incident. The event not only reflects the democratic government’s decision-making errors, but also reveals the ideological and political work in the absence of such incident of prevention and governance. Ideological and political work’s early warning does not reach the designated position, imperfect information communication. And ideological propaganda is insufficient. Besides, lacking of psychological counseling and induced environment are the important factors of mass incidents. As a lifeline of all work, the ideological and political work also is the "lifeline" of the government crisis management. In crisis management, the ideological and political should set up the correct values for the government, enterprises and the general people, provide the right public opinion direction. Improving the government and the masses ecological responsibility consciousness plays an important role. At the same time, as a means of "soft management", the ideological and political work can be combined with the government’s "hard management" and complement each other, which can effectively promote the environmental governance of mass incidents. Therefore, in the management of environmental affairs, governments at all levels must attach great importance to ideological and political work. It should set up the ideological and political work new concept, using the new method of ideological and political work and give full play to its ideological propaganda mobilization, early warning, information communication, psychological counseling and unique functions. It also should take the scientific and effective way of dealing with mass incidents and governance environment so as to realize the aim of people keeping pace with the economic and social development.This thesis is based on the case of sichuan shifang molybdenum copper project, which is combined with the present situation of the current environmental affairs and the timely background of social transformation period. It is on the basis of the related theory of Marxism, then through literature research, comparative analysis, the multidisciplinary cross analysis, case analysis of methods, etc. It is in order to the study of environmental governance of mass incidents. In this paper, the framework and results are mainly about this:The first chapter is the introduction, which is under the proposed research background and significance, research ideas and methods on the basis of carding the related concepts, such as the mass incidents, mass incidents, environmental management of mass incidents, ideological and political work and ideological and political work in mass incidents governance environment.
