In recent years, all parts of our county are in the pursuit of economic development, and often in the building while ignoring their impact on the environment and safety issues. At the same time, people are very concerned about the various economic project’s environmental and safety issues,when groups feel environmental risks and security risks, if they can’t express their aspirations on normal channels, they often by way of group events to put pressure on the government to change the Government’s decision-making. On July,2012, Sichuan Shifang incident became the focus of attention. For fear of molybdenum-copper polymetallic resources deep processing and comprehensive utilization project caused environmental pollution problems, Shifang City, Sichuan Province, some members of the public gathered in front of the municipal government, against the molybdenum-copper project construction, local police used tear gas to disperse the crowd, eventually evolved into the environmental risk class groups of people. The real cause of the conflict in the event, not only the molybdenum-copper project may cause environmental problems, but from the conflict between the government decision-making and public participation in all aspects of the event In this context, the paper by the overall analysis of Deyang, Sichuan Shifang event, and pointed out varieties of causes of environmental risk class group events, drawing on the basis of the type of emergency public participation systems and experiences abroad, proposed to properly handle China’s environmental risk class group events is a multi-faceted, multi-carrier, multi-angle social governance works.
