On Mass Incidents From The Perspective Of Ideological And Political Education

As a difficult issue and hot point problems in China’s modern society, mass incidents is an urgent problem and frontier subject that the Party Committees and Governments of all levels face in the process of the construction and improvement of socialist market society. To scientifically handle and appropriately respond to mass incidents is a matter that concerns the consolidation of the basis of governance of Chinese Communist Party, the maintenance of long-term peace and stability of the society, the smooth implementation of the reform and opening up and the realization of the strategic target of the building of the harmonious socialist society. In recent years, the research on mass incidents is on the upswing in academic circle in China. Research fruits published constantly in journals and periodicals are of great referential value for Party Committees and Governments of various levels when dealing with mass incidents. However, the focuses of study of most scholars are on the areas of sociology, administration, and jurisprudence and on how to response to mass incidents specifically. Meanwhile, the studies on the ideological background and on the mechanism of the occurrence of mass incidents are not enough. This paper, on the basis of ideological and political education of Marxist, seeks to do an in-depth research on the conceptions, occurrence mechanism, general handling and controlling system of mass incidents. And, the paper, from the perspective of ideological and political education, aims to make an in-depth analysis of the ideological and social origins of mass incidents and puts forward a new view and strategy for the responsing, handling and controlling system of mass incidents.This paper addresses itself to the study of the measures in handling mass incidents from the macroscopic and microscopic view. Macroscopically, this paper reveals, in a systematic way, the significance of ideological and political education in handling mass incidents by means of the creative study of the concepts and occurrence mechanism of, as well as the response to mass incidents. The ways, as to how to properly handle the contradictions of two different natures proposed by the classic Marxist theories and by leaders such as Mao Zedong, Deng Xiaoping, Jiang Zemin and Hu Jintao, are put under careful consideration. All of them provide the foundation for the research. From the strategic perspective of building a socialist harmonious society, the paper offers a new insight and formulates new methods for the prevention and handling of mass incidents, with the enhancement of ideological and political education. The new perspective and methods provide Governments, as well as Party Committees at all levels a new way of thinking and handling mass incidents. Microscopically, an in-depth explanation of the happening, development, handling and consequences is given by means of the systematic study of the general rules of mass incidents, as well as the principles and methods for the conventional handling of it. Through the systematic illustration of the inevitability of mass incidents in the contemporary Chinese society, the positive and negative influences of mass incidents brought on China’s social and economic development are revealed. Also the paper reveals the reasonable existence of mass incidents in order to offer people a new perspective of the mass incidents as regards its meaning of existing and social value.This paper procides an in-depth research and reflection on the relationship between mass incidents and socialist harmonious society, the mechanism for the expression of public opinion, means of remedy and the social significance, value of existence of internet mass incidents in contemporary political structure. It presents constructive ideas and strategies through a thorough analysis on the deficiencies in the political structure and mechanism reflected by mass incidents, providing new perspective of research and valuable references for deepening political restructuring, optimizing mechanism of the expression of public opinion and improving means of relief.
