A Study On The Tourism Community Good Governance Of Xijiang Miao Village In The View Of Zhai Lao System

Since 2000, tourist industry of Xijiang Miao Village grows vigorously under the tourism developmental mode of government intervention and leading. But the conflicts from tourist community emerge in an endless stream, which becomes a major obstacle to the sustainable development of ethnic tourism community. In this paper, the theory of good governance is applied to the management of ethnic tourism community, attempting to provide effective improvement measures through good governance in tourism community. We have been made a research for more than one month in the Xijiang Miao village of Guizhou,which found Zhai Lao system is an indispensable component force in ethnic tourism community governance of Xijiang. And its cooperation with the government and the tourism company is the budding of the good governance of the tourism community. According to the function of Zhai Lao system, the government and the tourism companies in the tourism community governance, the author puts forward the elements of good governance in tourism community. On the basis, the author comes up with countermeasures to realize the good governance of Xijiang Miao Village Tourism community. The main contents and conclusions of this paper are as follows:First, putting forward the concept of good governance in tourism community. The theory of good governance is applied in the management of tourism community, which emphasizes top-down and bottom-up power achieving positive cooperation.It is a process of maintaining the rights and interests of tourism community.Second, analyzing the influences of traditional social organization Zhai Lao system on development of Xijiang tourism before and after the development of tourism. The first change, the autonomy of Zhai Lao system develops from being to nonbeing before the tourism development, which makes a foundation of the tourism development of Xijiang village. The second change, the autonomous recovery of Zhai Lao system promotes the tourism development of Xijiang at the early stage. But under the single bottom-up autonomy of Zhai Lao system, Xijiang tourism economic benefits has been low. The third change, Zhai Lao system is being squeezed out of the tourism community governance, which forms Xijiang tourism development model of government intervention and the dominant medium. Tourism has achieved rapid development,but the tourism community conflict highlighted. Last, the return of Zhai Lao system realizes the government, tourism company two-way benign cooperation, which constitutes the bud of the tourism community good governance. According to the four changes and the impact of Zhai Lao system on tourism development, it can be concluded that the government, tourism company and Zhai Lao system of governance model is the bud of the good governance in the tourism community.Third, according to the function and characteristics of Zhai Lao system, the government, tourism company in the tourism community governance,we construct good governance model in Xijiang Miao village tourism community,and summarize the eight elements of good governance,including cooperation, legitimacy, effectiveness, rule of law, responsiveness, stability, fairness and transparency.Fourth, according to the eight elements of the good governance in tourism community, the author puts forward the countermeasures to realize the good governance of Xijiang tourism community. From the perspective of cooperation and transparency, the author further proposes to empower of Zhai Lao system. From the perspective of recognition and justice, the author suggests to strengthen the independence of Zhai Lao system. From the perspective of restriction and effectiveness, the author proposes to strengthen the Zhai Lao system coordination and communication of community residents, the government and the tourism company.This study has certain theoretical and practical significance and effecst on tourism community governance. And it is conducive to safeguard the rights and interests of the residents in the community, to ease pressure of the government and the company’s management of tourism and protect ethnic traditional culture. It contributes to the Xijiang Miao village tourism sustainable development.
