Research On The Government Function In The Process Of Promoting Green Building

As a by-product of fast urbanization and substantial growth of social economy, the destruction of ecological environment is inevitable. In order of maintain both social and economic sustainable development, it is essential to promote the urban green building and improve the efficiency of social resources and energy usage. In the process of promoting urban green building, the government plays a key role. Wuxi, the city located at the center of the Yangtze River Delta region, as a result of rapid urbanization and economic development, as well as the increase of population, the environment has deteriorated, energy resources are seriously affected. Therefore, promoting green building to create a low-carbon emission, ecological livable city is a strategically as well as prerequisite condition to help the city maintain sustainable growth.This paper analyzes the Wuxi local government’s effort in the process of promoting ecological and environmental friendly green buildings, and problems came along with it. currently, the perception of ecological green development, the lack of operation and management mechanism, imperfection of regulatory and legislation system, the poor administrative supervision, had become shackles which slows the process of promoting ecological sustainable growth. First of all, including the government’s service roll, government’s environmental protection awareness, and the public perception of ecological green development on green building, such three perception are all outdated. Secondly, the lack of operation and management mechanism, which is particularly prominent in the public participation system and information disclosure system; Finally, the imperfect relevant operating mechanism, in summary, the lack of external incentive mechanism, imperfect policy implementation mechanism, and the lack of power control and supervision me charisma. According to up-mentioned reasons, this paper draw on the experience of the United States and Britain in promoting green building, and puts forward three countermeasures:Firstly, to reshape the government’s administrative ideas, to play the government’s service rolls:the integration of sustainable development concept, the construction of service-oriented government; followed by clearing functional positioning, strengthening government a genies.Second, the combination of social resources, improve the implementation of the policy mechanism:the establishment of a specialized organization of green building, followed by cultivating the multi-organization participation market. Last but not least, play a leading role, improve the government related mechanisms:improve the assessment, financial system, improve incentives; cooperate with publicity agencies, improve the government’s implementation mechanism; improve the law, internal supervision, strengthen the supervision mechanism.
