Research On The Government Functions From The Perspective Of Chinese Green Development

During The Eighteenth National Congress of CPC,"Beautiful China" was the first time set as a goal of building ecological civilization in the future.Since then,our party’s determination and perseverance have never been wavered.Green development is not only the requirement of implementing scientific outlook on development,but also the realistic way of promoting ecological civilization construction.Whoever take the lead in green development,will occupy the favorable position in the next round of global competition.Compared with the traditional black development model,green development,as a new development model,has significantly different characteristics—more rational,sustainable and people oriented.Rome wasn’t built in a day.As the development of a more advanced form of social civilization,green development construction not only requires the joint efforts of the whole society,but also need the government to assume its primary responsibilities.However,in the process of green development,government will face many issues such as dislocation of government functions,administrative nonfeasance,lack of green investment and inadequate laws and regulations.Therefore from a practical point of view,research on government functions from the perspective of green development,will undoubtedly have important significance both in theory and practice.This paper studies on government functions in green development construction.Problems,which the government is facing,and solutions will be discussed respectively.First,from the start of history of green development,this paper introduces definitions and original theories of green development and government functions,outlining the theory of promoting the green development,laying the foundation of following studies.Then,it analyzes thoroughly the achievements of government functions in the process of green development,from the aspects of government investment,infrastructure,clean energy,etc.Through the further research,problems of government functions in the process of green development construction were pointed out in this paper.Then,in the United Kingdom and the United States,for example,explain the government’s achievements in terms of environmental governance and enlightenment to our country.Finally,countermeasure and suggestion are offered from the view of guiding active participation of citizens,increasing the intensity of investment and perfecting related legislations.
